The Executive Office of Labor and Workforce Development (EOLWD), which includes the Departments of Unemployment Assistance (DUA), MassHire Career Services (MDCS), Industrial Accidents (DIA), Labor Standards (DLS), Labor Relations (DLR), and Family and Medical Leave (DFML), manages the Commonwealth's workforce development and labor departments to ensure that workers, employers, and the unemployed have the tools and training needed to succeed in the Massachusetts economy. Under the direction of the Accounts Payable Supervisor, the incumbent is responsible for the accurate and timely payment processing of all goods and services using the Massachusetts Management Accounting and Reporting System (MMARS) as mandated to and by the agency. While adhering to the Commonwealth’s and Agency’s policies and procedures when processing vendor payments for goods and services, duties include, but are not limited to: · Processing and monitoring requests for payment from various departments and units of the agency to meet each agency's specific goals and objectives. · Reviewing documents such as invoices, packing slips, etc., for accuracy and completeness prior to processing. · Resolving discrepancies and vendor payment inquiries using MMARS research, reports, and discussion with internal and external customers as appropriate. · Conferring with agency personnel and vendors through oral, written, and electronic communication to resolve accounting discrepancies. · Facilitating the vendor payment process to comply with the Commonwealth's Bill Paying, Late Payment, and Prompt Pay Discount Policies. · Providing technical assistance to staff, management and vendors identifying invoice files in HELD, REJECT or PEND status; generating ad hoc systems reports; retrieving data and generating reports using our internal database. · Analyzing billing, payment and spending patterns in targeted areas and recommends changes to increase efficiency and accuracy, notifying supervisor of issues and findings while coordinating efforts of appropriate personnel to resolve problems. /_Required Qualifications:_/ * Understanding of the principles and practices of accounting including terminology. * Ability to gather information by examining records and documents and through questioning individuals. * Maintain accurate records. * Establish and maintain harmonious working relationships with others. * Ability to work independently as well as a team environment. /_Preferred Qualifications:_/ * Knowledge of state contract system and state forms and procedures. * Comprehension of proper telephone procedures for making and receiving calls. * Knowledge of MMARS computer system. * Knowledge of Microsoft Office software and various database or accounting technology. SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. MINIMUM ENTRANCE REQUIREMENTS: *Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the requiredexperienceand the substitutions below. *Substitutions: I. An associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience. * *II. A bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience. * *III.
