Position
The Dublin San Ramon Services District is currently recruiting for a regular, full-time Accountant I/II position in the Accounting Division of the Finance Department.

Participation in the District's telework program may be made available for this position after three (3) months of employment (for employees newly hired to the District). If telework is offered and/or made available for this position, it will be for no more than two (2) days per week (Monday and/or Friday only) and would apply to a new hire or promotional candidate in accordance with the terms and conditions of the District's Telework Program.

IDEAL CANDIDATE
  • The ideal candidate will possess:
  • Working knowledge of enterprise fund accounting principles and practices.
  • Experience in leading an annual audit.
  • Experience with fixed asset accounting in a public agency.
  • Experience performing month-end and year-end close.
  • Experience working in Tyler Munis/Enterprise ERP.
POSITION

Under general supervision or direction, performs professional accounting, administrative, and technical work in support of the District's financial, auditing, and accounting programs, including providing work direction and training to technical and office support employees in the District; assists the Finance Supervisor with related finance tasks; demonstrates a full understanding of policies and procedures and work methods associated with assigned duties; and performs other related duties as required.

SUPERVISION RECEIVED AND EXERCISED

Accountant I

Receives general supervision from the Finance Supervisor. Exercises no direct supervision over staff.

Accountant II

Receives direction from the Finance Supervisor. Exercises technical and functional direction over and provides training to technical staff.

DISTINGUISHING CHARACTERISTICS
Accountant I

This is the entry-level classification within the professional Accountant series. Initially under close supervision, incumbents with basic experience learn District systems, operations, practices, and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Assignments may vary with the skill and training of the incumbent. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.

Accountant II

This is a journey-level professional classification. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed upon completion and for overall results. This class is distinguished from the Finance Supervisor in that the latter has overall responsibility for the Accounting division.

Positions in the Accountant classification series are flexibly staffed and positions at the II-level are normally filled by advancement from the I-level after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

Any combination of education, licensing, and/or experience which has provided the knowledge, skills and abilities necessary to perform the job satisfactorily may qualify the candidates to be considered for open positions.

Accountant I
Education:
  • Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, business administration or closely related field.
Experience:
  • One (1) year of responsible technical accounting experience with accounting processes.
Substitution:Other qualifying education and experience combinations may include:
  • Associate's degree and three (3) years of technical experience as noted above.
  • High school diploma and five (5) years of technical experience as noted above.
Accountant IIEducation:
  • Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, business administration or closely related field.
Experience:
  • Two (2) years increasingly responsible professional accounting experience, including preparation of annual financial statements, implementation of accounting standards, and development of accounting processes, comparable to an Accountant I.
Substitution:Other qualifying education and experience combinations may include:
  • Associate's degree and four (4) years of increasingly responsible professional accounting experience as noted above.
  • High school diploma and six (6) years of increasingly responsible professional accounting experience as noted above.
Other Recruitment Standards
Possession of a Class C Driver's License required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver's license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continuing employment. The CSRMA driving standards are included herein by reference.

DISASTER SERVICE WORKER

All Dublin San Ramon Services District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a "Local Emergency" is declared during the employee's shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a "Local Emergency" is declared outside of the employee's shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.

SELECTION PROCEDURE

The selection process may consist of an evaluation of the applicant's qualifications, supplemental questionnaire, appraisal board interview, written examination, practical exercise and/or internal Department interviews, reference check, and a review of prior performance evaluations. Upon completion of the selection process, an offer of employment may be conditionally based upon the successful completion of a criminal background check, credit check, and pre-employment medical exam.

Per the Public Employees' Pension Reform Act of 2012 (PEPRA), "classic members" currently employed in reciprocal public agencies are enrolled in a 2.7% at 55 CalPERS pension plan with a 8% employee contribution; "new members," either employees new to the public sector or whose date of separation from service was more than 6 months before the start date with the District, are enrolled in a 2% at 62 CalPERS pension plan with a required contribution of 50% of the "normal cost" which is 7.75% for fiscal year 2025.
