Position Summary Under supervision of the Instrumentation and Control Supervisor, performs repairs and replacements of instrumentation and control systems equipment, and wastewater treatment plant pump stations and lift stations. Ensures the accurate, consistent, and reliable operation of all onsite instrumentation and controls (I&C) equipment. Installation, inspection, preventative maintenance, repair, and calibration of all instrumentation control systems, electrical systems, communication systems, and process controls. Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Assists in performing complex diagnostics, repairs, and replacements of instrumentation and control systems, equipment and components for water and wastewater facilities, such as treatment plants, pump stations, and lift stations. Reads and interprets blueprints, schematics, and diagrams in order to troubleshoot, repair, and calibrate equipment to accurately reflect current operating systems. Provides input for the development and implementation of preventive maintenance schedules for assigned electronic systems. Monitors and makes visual inspections of control and instrumentation equipment to determine operating condition and perform preventative maintenance. Assists in performing complex diagnostics to analyze problems associated with instrumentation and control systems and programmable logic controllers using test equipment such as electronic meters, simulators, and software applications related to configuration and communications protocols for plant control, networking, and SCADA systems. Maintains all associated records and inventories. Prepares specifications for repair parts, replacement instruments, and test equipment for assigned areas. Provides updated information and inputs into various databases. Assists in performing complex installations, calibrations, maintenance, and programming of electronic & electrical equipment including plant control systems, motor control circuitry, flow meters, transmitters, controllers, and analytical equipment. Performs complex equipment modifications in order to implement required process and design changes. Troubleshoots, repairs, configures, and assists in programing automated control systems involving VFDs,Flow/Pressure/Temperature Monitors, and Process Analyzers. Performs other related duties as required. Typical Physical/Mental Demands/Working Conditions Moderately heavy physical activity exerting up to 20-50 pounds of force occasionally and/or 10-25 pounds of force frequently. Regularly works near moving mechanical parts. Regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls. Regularly required to reach with hands and arms. Specific vision abilities required include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus. Required to stand, walk, or sit uncomfortably for extended periods, and to push, pull, or lift medium heavy weights. Noise level is usually loud. Significant potential exists for exposure to hazardous chemicals and gases. Intermittent exposure to stress as a result of human behavior. Qualifications Education: High school diploma or equivalent. Experience: Minimum of three (3) years full time electrical and/or mechanical related experie ce. Licenses and/or Certifications: • Must obtain Wastewater Plant Operator I certificate issued by the State of Utah within one-year. Will stay on new hire probation until certification is obtained. • Possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment. Knowledge, Skills, and Abilities Knowledge of: • Basic engineering principles relative to hydraulics and fluid mechanics. • Safety practices, safe work methods, and safety regulations pertaining to the work. Skills in: • Repairing electric motors and pumps using the needed tools. • Determining causes of operating errors and deciding what to do about it. • Watching gauges, dials, or other indicators to make sure an electric motor or pump is working properly. • Conducting tests and inspections of electric motors and pumps to evaluate quality or performance. • Installing equipment, machines, wiring, or programs to meet specifications. • Performing routine maintenance on electric motors and pumps and determining when and what kind of maintenance is needed. • Determining the kind of tools and equipment needed to do a job. • Operation of tools and equipment, including, but not limited to, motor vehicles, power and hand tools; voltage, amp, and RPM meters; and mechanics tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance. • Operation of personal computer, calculator, phone, and mobile or portable radio. Ability to: • Complete and submit work orders to Supervisor utilizing Cityworks program. • Demonstrated ability to read, interpret, and update flowcharts, circuit diagrams, blueprints, and equipment operation and maintenance manuals. • Demonstrated ability to trouble shoot instrumentation and controls equipment with use of multimeter, milliamp meter, hart communicator, or other verification technologies. • Utilize both OEM and third-party vendors for troubleshooting, improvement, and preventative maintenance assistance. • Operate wastewater treatment plant and processes by manual or computerized control, and to read, interpret, and record indicators, charts, and plans. • Use tools and equipment pertaining to the work. • Establish and maintain effective preventive maintenance programs, policies, and procedures. • Carry out assigned projects to their completion. • Diagnose defects in pumps and motors up to 300 horsepower. • Diagnose and repair electrical systems in the wastewater treatment plant, including UV systems. • Read, understand, and apply information from drawings, specifications, and manuals. • Understand and follow oral and written instructions. • Follow and enforce plant safety procedures. • Train personnel in their area of special assignment, and to give safety training. • Complete forms to record or report information in standard format as specified by the form. • Communicate any unsafe conditions or accidents/injuries in a timely manner to supervisor in order to facilitate prompt correction or reporting. • Make skillful controlled manipulations of small objects to repair equipment. • Manipulate tools in areas of limited space, such as screwdrivers, pliers, wrenches, or other similar tools. • Adapt tools and materials to special problems . • Read and write in English at a business level. • Establish and maintain effective working relationships with those encountered in the course of the work. • Work as an essential employee before, during, and after an emergency or disaster.
