Job Title: Senior Java Web Application Consultant

Location: Albany, New York

Job Summary:
We are seeking a highly skilled and experienced Senior Java Web Application Consultant to oversee, mentor, and provide solutions for development and support activities at the Office of the State Comptroller (OSC). The ideal candidate will have extensive experience in Java web applications, system integration, and collaborating with both technical and business teams to meet project requirements and business needs.

Key Responsibilities:
Oversight and Mentorship:

  • Oversee and mentor OSC and consultant staff involved in development and support activities.
  • Provide solutions and guidance for various development and support tasks.
Integration and Configuration:
  • Complete integrations with standardized frameworks, tools, and ancillary technologies as necessary.
  • Collaborate with OSC technical staff to configure solutions, including server configuration and access rights.
Vendor and Application Support:
  • Work with vendors to support the OUF Online Claiming application.
  • Research and prototype solutions to address business needs.
  • Document technical specifications and ensure they are met.
Requirements and System Design:
  • Consult with OUF business analysts and users to gather and understand requirements.
  • Work with project teams to define system requirements and assist in requirements analysis.
  • Provide guidance on interface design and user interface integration.
Architecture, Development, and Testing:
  • Deliver final application architecture and design.
  • Code, test, and deploy solutions adhering to best practices and OSC Java standards.
  • Develop and implement system test plans based on current and future models.
  • Analyze and debug complex application and system issues.
  • Conduct extensive functionality testing, including integration with other systems and applications (e.g., Unclaimed Funds Processing System, fraud detection services).
  • Develop and update reports for the OUF Online Claiming application.
Knowledge Transfer and Feedback:
  • Attend design sessions, review deliverables, and provide feedback.
  • Mentor and provide knowledge transfer to OSC staff.
  • Guide development teams inexperienced with new technologies.
Minimum Qualifications:
  • Java Web Applications: Minimum of five years of experience in developing and maintaining Java web applications.
  • Project Analysis and Design: Minimum of five years of experience in analyzing project requirements and designing Java web applications to meet these requirements.
Preferred Qualifications:
  • Apache Wicket Framework: Experience in developing Java web applications using the Apache Wicket framework.
  • LexisNexis Risk Solutions: Experience implementing Device Assessment, Consumer Instant ID, and Instant Authenticate products from LexisNexis Risk Solutions in a Java application.
  • Web Services Development: Experience in providing web services development in a Java application.
  • Hibernate ORM: Experience using Hibernate ORM in a Java application.
  • IBM DB2 Database: Experience developing Java applications that connect to an IBM DB2 database.
