Job Summary The Director of Human Resources is responsible for developing strategies to cost-effectively manage the human resources. Based upon market trends, analyzes information, and forecasts future needs and potential risk. Develops strategic goals, and implements and executes programs, processes, and controls in areas of expertise, with emphasis on full-cycle staffing and retention, employee relations, training/development, Change Management, total rewards, and compliance Acts as primary liaison with government and third parties on compliance and certain insurance matters. This role is part of a shared services environment that primarily supports 4 entities. Duties & Responsibilities Develop recruiting and retention strategy: generate a strong candidate pool; develop and retain employees; analyze labor trends and anticipate staffing needs. Leverage existing training and development tools and establishes new educational opportunities to enhance workforce. Consult with leadership team and supervisors on employee relations, discipline and performance management, while remaining an employee advocate. Analyze and forecast market total compensation trends; develop and recommend strategies to enhance benefits while containing cost and meeting total compensation demands of labor market. NOTE: This person is a fiduciary and administrator for benefits plans (medical, 401(k), etc.) Ensure compliance with federal, state and local law. As EEO/Affirmative Action Officer, ensure compliance with various local, state and federal programs/regulations (OFCCP/EEO/First Source/etc.); conduct direct outreach and workforce development activities. Conduct job analyses to ensure correct knowledge/skills/abilities (KSA’s) are included in job descriptions, performs reviews, compensation analyses, etc. Develop performance management tools to enhance the employee development process, align compensation with company objectives, and provide a career path. Facilitation conflict resolution, as well as employee relations issues. Administer corporate insurance programs, including evaluating/selecting brokers and carriers, negotiating insurance coverage, etc. Report on claims, potential losses, insurance costs, etc., to owners. Ensure compliance with various regulations and contract requirements (DOT, EPA, drug testing, badging, etc.) Qualifications A Minimum of 10 years of related experience (human resources, staffing, compliance, business management, employee relations, etc.). PREFERRED: 15+ years. At least 5 years of management experience. PREFERRED: 10+ years in a construction environment with federal contracting background. Possess strong interpersonal skills, including ability to resolve conflict professionally with the assistance of management. Interface effectively, ethically, and professionally with all levels of staff: internal and external executives/managers, internal and external professionals, owners and their staff, line employees, subcontractors, vendors, etc. Communicate effectively in English and Spanish (aural, verbal, and written). Bachelor’s degree in business, human resources, or related field. Professional certification (PHR, SPHR or similar higher certification strong desired) Strong knowledge of human resource regulations/laws, with broad generalist experience. Ability to analyze and solve problems using creative methods. Fundament financial knowledge, including budgeting. Possess strong MS Office skills (Outlook, Excel, Word, PowerPoint); able to effectively use Windows on a PC/laptop; familiarity with payroll and recruiting software. Possess strong desire, willingness, and ability to learn new tasks. Able to work additional hours as needed and be available by cell for urgent situations. Possess current, valid driver’s license (not under suspension/limitation) and insurance to travel to job sites and events using own transportation. Able to handle, protect and maintain the confidentiality of information. NOTE: A signed confidentiality agreement is required as part of this position.
