Position Overview:
The Senior Business Analyst/Trainer plays a pivotal role in bridging business needs with technical implementation. This position is responsible for eliciting requirements, ensuring compliance with federal standards, facilitating Agile practices, and driving user adoption through tailored training sessions.
***This is a hybrid position that requires you to be on-site at the Universal Administrative Service Company (USAC) HQ in Washington, DC.

Work Location: Universal Service Administrative Company (USAC) USAC HQ, Washington, DC (Hybrid, 2x onsite per week); All work performed in the U.S.

Key Responsibilities:
  • Engage stakeholders to elicit and document requirements as user stories through in-depth analysis and collaboration.
  • Actively participate in Agile sprint ceremonies to align development efforts with business objectives.
  • Oversee application testing to validate user requirements and system functionality.
  • Create comprehensive process flow diagrams, data migration plans, and user guides tailored to operational workflows.
  • Develop and maintain Architecture Design, Technical Design Documents, Interface Control Documents, Data Flow Diagrams, and Data Dictionaries.
  • Collaborate closely with development teams to validate requirements during hands-on sessions and post-production support activities.
  • Ensure compliance with OMB, NIST, and FISMA requirements in all project documentation.
  • Deliver phased training sessions on system functionalities, covering everything from basic navigation to advanced fraud detection, dashboards, and real-time analytics.
  • Identify process improvement opportunities to enhance system functionality and stakeholder satisfaction.
Required Skills/Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, or a related field.
  • 5+ years of experience in business analysis, requirements elicitation, Agile methodologies, and user training.
  • Strong documentation skills, including process diagrams, technical designs, and training materials.
  • Exceptional presentation, verbal, and written communication abilities.
  • Must reside in the U.S. and be able to pass a background check.
