Clinical Utilization Supervisor

The Clinical Care Utilization Supervisor provides clinical program review, direction and consultation and monitors continuous quality assurance and delivery services provided to children/families to ensure that these services are timely, appropriate and effective through use of the Utilization Review process.
- Mandated Reporter.

- Understanding of the child welfare and state foster care/adoption system.
- Understanding of mental health state systems and Medicaid systems.

- Reviews and authorizes all requests for attaining highest level of care (acute/QRTP/PRTF) for children/ youth in our care
- Participates in consultations involving all parties involved in the care of the child (foster parent, case management team etc.) to consider higher levels of care.
- Guidance and collaboration for process and identification of needs for children in out of home care who require higher levels of care (PRTF/QRTP/Acute) and general of access to mental health services. Specifically interacting with Certified Community Behavioral Health Centers (CCBHC), and internal behavioral health resources.
- Works with other departments within Saint Francis Ministries to successfully navigate mental health systems and placement instability.
- Primary liaison between Managed Care Organizations (MCO), Certified Community Behavioral Health Centers (CCBHC), Community Development Disability Organizations (CDDO), and other independent service providers.
- Liaisons with higher levels of care such as QRTP, PRTF, and inpatient settings
- Ensures seamless delivery for services provided and continuity of care is maintained
- Provides consultation regularly to both direct supervisees as well as case teams
- Attends case team supervisory meetings routinely to be an inclusive member and resource
- Provides trainings to staff within the organization as appropriate
- Competence in case management practice and available services
- Knowledge of group process and ability to respectfully lead diverse groups toward resolution in an emotionally charged environment
- Significant conflict management skills
- Expertise in strengths-based, solution-focused, family-centered practice
- Skill in assessing group and family dynamics, especially identifying, and articulating creative solutions to avoid placement changes and meet stability needs of child/youth
- Participates in Clinical Utilization on-call rotation.
- Ensures quality services are in place for children and families.
- Utilizes trauma informed model of care.
- Completes accurate and timely documentation as assigned
- Is knowledgeable of and follows all safety procedures.
- Implements Saint Francis Ministries policies and follows directives as required. Follows and adheres to all pertinent Saint Francis Ministries Standard Operating Procedures (SOP’s), rules, personnel policies and procedures; related accreditation and licensure standards; and federal, state and local rules, statutes, regulations, and contractual terms
- Provides leadership and supervision to the PS-TDM Staff and Clinical Utilization Team and conducts all supervisory related tasks to direct supervisees assigned
- Oversight to Placement Stability Team Decision Making (PS TDM) and the fidelity of the evidenced based program
- Ability to explain safety and risk assessment tools and how they relate to TDM practice as well as agency policies, laws, court processes, etc.
- Ability to manage data entry and data reconciliation. Skills in basic excel functions preferred.
- Ability to connect data to outcomes and practice.
- Participates in scheduling, employee evaluations, and performance improvement
- Resolves staff conflicts to ensure a good working environment
- Reports critical incidents to DCF verbally within 12 hours, written within 24 hours
- Ensures clients’ rights are protected.
- Bachelor’s Degree in Social Work, Psychology, Counseling, or related field from an accredited college
- Lesser degree may be considered with years of experience and training
- BSRB Licensed in the State of Kansas preferred
- Must be 21 years of age.
- Must pass drug screen, MVR, KBI, Child Abuse and Neglect Central Registry Clearance check and an Adult Registry check
- FBI Fingerprint check if relocated to Kansas in the last 5 years
- Lifting requirement of 50 lbs.
- Must have valid driver’s license, acceptable driving record and reliable transportation.
- Four years experience in the child welfare, mental health or behavioral health care field.
- Previous supervisory experience preferred.
