About the job:

The GIS Asset Analyst position is responsible for performing a variety of professional, technical, analytical and administrative functions in the support of the district and park services departmental operations and services. The incumbent is responsible for managing and implementing all facets of the district's Geographic Information System (GIS), Computer Maintenance Management System (CMMS), and utility management databases.

Duties assigned to this position emphasize research and data collection, analysis and interpretation to support decision making and measure effectiveness of services. This position also drafts policies, creates reports, and conducts special studies and projects, providing responsible and complex administrative support to district management.

A day in the life:

Duties may include, but are not limited to the following:

  • Lead, maintain, expand GIS program, CMMS/asset management, and utility management databases.
  • Work with GIS, CMMS, and utilities management software to leverage asset management data for developing analytical reports, dashboards, maps (static and web) and spreadsheets necessary to support departmental and district business decisions.
  • Serve as technical expert for all in-office and mobile asset management systems including CMMS/asset management software, GIS, work order management systems, and utilities management systems to include providing support to all staff and supervisors, training them in techniques and use of software and hardware, answering their questions, and monitoring their progress, accuracy, and conformity.
  • Maintain a comprehensive inventory of physical capital assets managed by the Park Services Department to include the history of inspections, repairs, maintenance, rehabilitation, failures, replacements, replacement cost and condition assessments of those assets to include, but not limited to, vehicles and equipment, building equipment, parking lots, playgrounds, trees, irrigation, trails, and park furnishings.
  • Collects, analyzes and interprets internal and external data to provide detailed explanations, and support decision making.
  • Edits and updates Park Services databases spatial databases including File Geodatabases, SDE, and other spatial compatible databases. Creates GIS data, defines data schemas, oversees assets from construction drawings into GIS and other asset management systems. Converts data from legacy sources such as shapefiles, spreadsheets, paper maps, reports, and plat books. Maintains and updates public facing metadata as needed. Develops QA/QC protocols and tools for Park Services data use.
  • Participate in the evaluation and implementation of long-range GIS planning goals and work order management systems, software requirements including database management, upgrades, and licensing.
  • Works closely with departmental managers and/or directors, co-workers, and staff to identify goals, objectives and business needs for analysis, and develops and implements effective systems and processes to achieve desired goals and outcomes.
  • Support system integration between GIS, asset management software, and document management. Competent with script languages to view, query, and streamline functionality between database software.
  • Analyzes business or operating procedures to design and develop the most efficient methods of accomplishing work.
  • Develops and produces key indicators and performance tools that help measure and communicate the effectiveness of programs, services and processes.
  • Provides training, consultation, and technical assistance in areas of expertise and assigned areas of responsibility.
  • Coordinates and conducts special studies and projects; facilitates agreement with project participants regarding assignments and ensures completion of work within agreed upon timelines.
  • Provides administrative support to department manager and/or director including preparing agenda and meeting materials, develops and writes complex reports, drafts correspondence, prepares spreadsheets and presentation materials for staff and public
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other duties as assigned.

Requirements

What you'll need for success:

Strong Knowledge of:
  • The ESRI suite of applications including but not limited to: ArcGIS Pro, ArcGIS Online (AGOL), Field Maps, QuickCapture, and Survey123.
  • Develop, maintain, monitor, and report on GIS programs, web applications, and mobile data collection systems.
  • Maintenance Connection or other CMMS/asset management software systems, including principles of asset management.
  • EnergyCAP or other utility management software systems
  • Working knowledge of map geographic and projected coordinate systems specifically to relate to large-scale local projects and web mapping conversions.
  • Project management principles that includes planning, organizing, and coordinating multiple projects;
  • Existing and emerging technologies related to GIS, including but not limited to mobile, wireless, web applications;
  • Principles and practices of public administration, including program/business analysis;
  • Principles and practices of statistical analysis and data collection;
  • Public meeting laws; and
  • Cartographic principles to produce static and web maps, infographics, and other visuals for presentations or reports. Adobe Illustrator experience preferred.
  • Working knowledge with scripting languages (e.g. Python, C++, SQL) languages to automate and improve enterprise functions and provide extract, transform, and load solutions.
  • Demonstrate knowledge and proficient use of GIS SDE versioned editing, enterprise GIS, and experience with configuring AGOL online applications into existing website structures.
Skill and Ability to:
  • Compute, analyze and interpret information and numerical data for purposes of analyzing and reporting on data;
  • Use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems based on analysis and applying mathematics;
  • Ability to write custom queries and reports to specification utilizing report writing software.
  • Demonstrate initiative, flexibility and adaptability including pro-actively identifying and addressing issues and making recommendation;
  • Strong listening, analytical and critical thinking skills, creative problem solving and conflict resolution skills;
  • Operate office equipment including computers, data collection mobile devices, and external GPS receivers;
  • Effectively communicate with others verbally and in writing, including by phone, e- mail, or in person, including public speaking;
  • Ability to work tactfully and effectively to implement data collection or other data protocols to all level of staff and existing technological background.
  • Consistently deliver quality, timely, accurate and useful work products;
  • Conduct and evaluate surveys and special studies;
  • Work independently, use good judgment and initiative; and
  • Establish and maintain effective, cooperative and respectful working relationships with all contacts.
What we're looking for:

Education, Experience, and Training:

1. Associate's degree or equivalent two years of college coursework in Geographic Information Systems (GIS), Information Technology, Computer Science or related field; AND

2. Three (3) years of related experience which includes, GIS using ESRI ArcGIS software, asset management, field date collection, data management, or related field OR

3. Any satisfactory combination of education experience and training.

License and Certification:
  1. Some positions may require possession of, or ability to obtain valid Oregon driver's license within 30 days with an acceptable driving history as defined by district driving policy

Position Specific Requirement

This position may require reporting to additional sites throughout the workday, typically achieved in a motor vehicle OR other modes of transportation. If choosing a personal vehicle, possession of, or ability to obtain valid Oregon driver's license within 30 days with an acceptable driving history as defined by district driving policy.

If you do not have a driver's license or have an unacceptable driving history, it does not disqualify you from this position, only from driving a vehicle for district business.

Supervision Received:

Works under the general supervision of a department manager/director. Works under limited supervision. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.

Supervision Exercised:

Supervision is not normally a responsibility of this classification; however, provides direction and guidance to staff. Assigns work to others.

Working Conditions:
  • Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
  • Must be able to travel to locations in, around, or outside the greater Bend area, including travel to District sites and community meetings.
  • Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
  • Ability to periodically visit project development sites and traverse uneven terrain, such as parks and trails.
  • Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • Making substantial movements (motions) of the wrists, hands and/or fingers.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
  • Ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
  • Requires crouching, bending, kneeling or reaching to perform filing activities.
  • Ability to periodically attend evening meetings and weekend events.
