Natural Gas Regulatory Analyst

This position is responsible for providing the management of the Natural Gas Department's regulatory compliance program. They are responsible for ensuring compliance with 49 CFR 191 and 192 state and federal regulations pertaining to natural gas. They will be responsible for managing the day-to-day operations of the Natural Gas Department's training program, public awareness program, and updating regulatory compliance manuals. This position will be responsible for the following essential duties but not limited to.
Manage and maintain the Natural Gas Department's training program updated in accordance state and federal. Responsible for ensuring departmental and organizational employees are up to date on required qualifications and updated on all regulatory changes.
Manage all recordkeeping pertaining to regulatory compliance and training in accordance with all state and federal regulations.
Review and process evaluation testing for departmental employees. Review third-party contractor qualifications to be approved by the Natural Gas Superintendent.
Manage the Natural Gas Department's public awareness program by the guidance and oversight of the Natural Gas Superintendent. Responsible for educating internal and external stakeholders through different medians of communications and at times, classroom education settings.
Develop and implement processes and procedures that ensure consistency and compliance with state and/or federal regulations; collaborate and cooperate with external organizations such as the Municipal Gas Authority of Georgia and Subscribed Regulatory Compliance Service as needed.
Analyze the City of Thomasville's level of regulatory compliance and provide reports to the City of Thomasville's Natural Gas Superintendent and Utility Leadership. Provide recommendations and implement approved processes as needed.
Assist the Natural Gas Superintendent in external compliance inspections performed by state and federal regulatory personnel.
Analyze state and federal inspection findings and assist the Natural Gas Superintendent in preparing and submitting a response to the findings.
Recommend and implement required changes to internal procedures and compliance manuals per audit findings for Natural Gas Superintendent and Utility Leadership.
Document proposed action, completion, and closure of action as well as upload associated documentation to proper records database.
Coordinate with various departments, in addition to outside contractors, to ensure establishment of all natural gas regulations.
Maintain a networking group with the natural gas community.
Complete and ensure all regulatory compliance reports are accurate and approved by the Natural Gas Superintendent.
Report all regulatory compliance events that occur during or outside of normal business hours to the Natural Gas Superintendent. Ensure all proper regulatory compliance documents are completed.
Analyze areas of interest in GIS to make recommendations of improvement within the natural gas distribution system.
Perform on-call duties after hours as scheduled.
Assist construction crews when needed.
Position Requirements
Must have a high school diploma or equivalent.
Must have a valid driver's license.
Must have basic computer skills.
Must have a working knowledge of Microsoft Office (word, excel, power point, etc).
Knowledge of practices, techniques, tools, and equipment used in the utility field.
Must have thorough knowledge of safety measures necessary to protect the public, employees, and the City of Thomasville from natural gas hazards.
Abilities to prepare and maintain digital record keeping.
Good written and oral communication skills.
Must have the ability to establish and maintain favorable public and customer relations.
Preferred Qualifications
Associates degree in business, engineering or drafting.
Three to five years of utility experience, preferably natural gas.
Knowledge of practices, techniques, tools, and equipment used in the natural gas field.
Two to four years of public speaking experience.
Experience with CityWorks and GIS.
Physical/Environmental Requirements
The environmental working conditions of this position include working outside and working around hazardous machinery, high and low temperatures. Also, occasionally working around low noises and vibrations and occasionally working around wet surroundings, loud noises and working inside frequently. Mental stress of this position is frequent.
