Description

Under the direction of an assigned supervisor provide technical advice and support to users including troubleshooting issues, creating reports and data extracts and data analysis. Primarily, the position supports the applications and functions associated with the District Enterprise Resource Planning (ERP) system which includes technical maintenance and upgrades for the system, performing module installation and maintenance, and being responsible for research and resolution of day-to-day operating issues that impact correct and efficient processing services. Additionally,under general supervision of the lead this position will provide database administration services such as maintaining the function, integrity, and security of the campus databases.
Responsibilities
Perform and coordinate complex computer systems analysis to determine system requirements and desired outputs; communicate with users to identify system requirements; develop statement of system scope and objectives based on functional requirements.

Interact with District faculty and staff to determine requirements, needs and desired output; evaluate, install and maintain various software applications; review and evaluate computer software and hardware and provide technical support, information and recommendations.

Assess staffing and workload implications and feasibility of new system requirements; analyze existing systems performance in relation to specified requirements to assure proper integration to existing data structures.

Utilize appropriate current technology tools to develop a logical design from information systems requirements; develop a logical data model using entity relationship and data flow diagrams; identify new data elements needed within the system's data dictionary and the relationship to existing data structures.

As project leader, assure projects are completed in a professional and timely manner, according to District standards and methodology; plan, schedule, monitor and coordinate project activities; report on project status and progress as required.

Coordinate and perform database modifications and complex applications programming to develop new information system modules; write on-line, interactive problem-solving programs without assistance; evaluate the products of outside vendors to assess the use of third-party software within the District's information systems. Write, code, test, install and maintain computer applications; prototype applications to assure production of desired outputs; prepare documentation of computer systems and programs.

Communicate with users and other staff to develop a thorough and rigorous testing of software and database performance before new applications are released into production; assure that systems requirements are fully tested and that data validation and integrity rules and standards are enforced.

Develop detailed implementation plans for systems and modifications; coordinate with computer operations staff to move new systems into on-line production; monitor the impact of new systems on overall system performance and data integrity; complete post-implementation records and reports for new systems.

Coordinate unit activities with District user services and technical services staff to assure user information needs are met; assist faculty, staff and operational staff with operational difficulties and malfunctions encountered in existing programs; identify and resolve malfunctions, enhancing applications as required.

Attend a variety of committee meetings, conferences and workshops to maintain current knowledge in the programming field; train users.

Assist in the evaluation and recommendation for new hardware and software acquisitions and upgrades; revise and enhance existing applications as appropriate to assure proper systems operations and output production; adapt purchased software as needed to assure compatibility and proper interaction with existing systems and applications.

Assist with the design, programming, coordination, implementation and maintenance of the district internet and intranet web sites and services offered via the sites.

Prepare and maintain a variety of logs, documentation and records related to system analysis, design and programming projects.

Assist with general database administration duties and act as a backup to the Database Administrator.

Secondary Functions:
Perform job-related duties as assigned.
Act on behalf of the lead in his/her absence (i.e. perform DBA duties).

EDUCATION AND EXPERIENCE:
1. A Bachelor's degree in Management Information Systems, Computer Science or closely related field AND
2. Two years increasingly responsible systems analysis, design and application programming experience OR
3. Any combination or training, experience, and/or education that provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities
Knowledge of:
Advanced principles, practices and techniques of computer systems analysis, design, and applications programming.

Advanced database design concepts.

Computer hardware systems, software applications and programming languages utilized by the District (examples: including COBOL, SQL, PL/SQL, Visual Basic, HTML, XML, ASP or similar products)

District organization, operations, policies and objectives.

Basic theory, operation and use of communications systems, LAN hardware and software and tasks associated with LAN administration.

Various computer operating systems and application software and the operations of various computers and their associated components

Commonly used computer networks , to include the installation, maintenance, troubleshooting and repair of such networks.

Ability to:
Design, develop, test, install, maintain and enhance computer systems to support District operation. Perform and coordinate complex computer systems and database analysis and design. Perform a variety of difficult and complex applications programming duties. Serve as project leader on various assignments. Interact effectively with District faculty and staff to determine requirements, needs and desired outcome. Detect and resolve errors in data and program structure, logic and coding. Use logical methods to evaluate varying technologies. Establish and maintain cooperative working relationships. Remain informed of latest hardware, software, and maintenance developments. Write, clear, concise instructions and explanations and keep accurate records. Work independently with minimum supervision. Demonstrate a sensitivity to relate to persons with diverse socio-economic, cultural, and ethic backgrounds, including the disabled.

LANGUAGE SKILLS: Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.

Ability to write original material for publication that conforms to prescribed style and format, such as user documentation and procedures.

Ability to prepare clear, concise and complete statistical reports.

Ability to communicate with district faculty, staff and students as well as outside vendors to define and clarity the requirements for telecommunications, networking and data communications hardware and software and problem resolution.

MATHEMATICAL SKILLS:
Ability to demonstrate knowledge of algebra and discrete mathematics.

Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY:
Ability to define problems, collect data, establish facts and draw valid conclusions.

Ability to understand and analyze user requirements.

Ability to design, plan, develop and recommend appropriate solutions to district computer needs and to provide technical expertise.
