Your Team:

The Office of Housing Access and Stability ( "HAS") consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing. Risk Management Specialists in the Regulatory Compliance Unit will ensure federal and local rules are successfully implemented and where possible remediation opportunity is provided to those who fail to meet requirements.
Your Impact:

The HCV Program provides federal subsidies to eligible families with low income to rent decent, safe, and affordable housing in a neighborhood of their choice. Sometimes HCV participants are locked out of competitive housing markets and need additional support before, during, and after navigating the housing market in order to have access to a neighborhood of their choice. The New York City Community Choice Demonstration (CCD) is a part of a national demonstration funded by the U.S. Department of Housing and Urban Development to address this issue. CCD helps families with children in HPD's Housing Choice Voucher program find homes in Opportunity Areas in the New York City area. Many families with vouchers want to move into Opportunity Areas because they offer high-quality schools and other public amenities. Working under the guidance of HAS's Director of Special Programs and the Deputy Director for CCD, the Mobility Counselor will play a major role in providing pre-move, housing search, and post-move counseling services to our CCD participants throughout the duration of their participation in the program.

The Mobility Counselor will conduct intake assessments, develop individual move plans, and cultivate a working relationship with participants to troubleshoot identified barriers and track and monitor progress towards a successful move. Beyond a successful move, the Counselor provides post-move support for up 2 years to ease a transition into a new neighborhood. The Mobility Counselor will work closely with the CCD Property Owner Liaison and with parts of HPD to expedite internal processing when possible. Engage in service tracking to ensure program efficiency and to inform future program design. The Counselor may be asked to share information with participants and other stake holders in group settings.

Responsibilities:

-Manage a caseload of Mobility participant households including through phone, virtual, and in-person meetings
-Complete follow up calls to monitor participant progress
-Conduct client briefings
-Administer assessments, develop action plans, and monitor progress
-Prepare, send and track appropriate correspondence,
-Document case files and electronic records, prepare electronic files and enter program updates in the data management system
-Routinely track participant's experience in the pre-move, housing search, and post-move phases
-Coordinate field visits as needed
-Provide ongoing updates on participant progress
-Respond to both internal and external inquiries
-Engage in training opportunities as they arise

-Section 8 or other Rental Subsidy and/or Family Self-Sufficiency Services (FSS) experience a Plus

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
