In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The purpose of this position is to act as a program representative for the Adolescent Services unit which includes:

  1. Program planning, policy development and administration related to programs that support youth in foster care or former foster care.

  2. Supervision, training and technical assistance to counties, tribes and community agencies related to services for youth in foster care and former foster youth.

  3. Development of program policies, procedures and related rules and legislation for youth in foster care or former foster youth.

  4. Program evaluation, research, analysis and report preparation for foster youth programs.

  5. Support statewide case management for minor parents and services for expecting and parenting youth in foster care.

Responsibilities include:

  • Developing, implementing and enhancing services for agencies that work with foster youth, and at-risk youth, to ensure a comprehensive system statewide compliance with federal and state laws and regulations.

  • Evaluation of Adolescent Services programs and provide fiscal oversight of Chafee and ETV grant funds.

  • Initiating, designing and directing the delivery of services for children and youth who are missing from foster care.

  • Developing and planning the delivery of services for pregnant and parenting youth (PPY) in foster care and minor parent services to ensure a comprehensive system statewide and compliance with federal and state laws and regulations.

  • Consultant for medical assistance for former foster youth.

  • Consultant for youth missing from care.

  • Coordinate website and gov delivery communication for unit.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

3 years of professional experience working in child welfare services (this may include federal, state, county, tribal and/or community agencies) that demonstrates:

  • Knowledge federal and state child welfare foster care, statutes and policies.

  • Knowledge of Minnesota child welfare services that support the well-being of foster children including social services programs, education programs, health and behavioral health care services and medical assistance programs

  • Understand funding sources (federal, state, and local) for child welfare services and administrative procedures (at both state and local government)

  • Experience and knowledge in policy analysis, providing guidance on child welfare state and federal laws and best practices

  • Strong communication skills with the ability to write complex technical documents and verbal skills for public speaking

A Bachelors in social work or related field may substitute for one year of related experience OR Masters in social work or related field may substitute for up to two years of experience.

Preferred Qualifications

  • Knowledge of Minnesota's human service delivery system, including all children's programs, sufficient to understand the interrelationships between the counties, tribes and the state human services agencies and the nature of the services they provide.

  • Advanced knowledge of child welfare case planning, assessment of needs and accessing services to meet fosteryouth needs that support successful transition to adulthood.

  • Experience with public presentation and formal writing of policy interpretations, and child welfare best practice.

  • Experience with grant management.

  • Proficient with utilizing Microsoft Excel to track data and budget.

  • Experience with community engagement and in building solid partnerships with counties, tribes, service providers, community partners, families and the community.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
