Summary About the Position: Provide supervision and technical expertise necessary to manage the fiscal and administrative functions essential to the operation of lake, river, power plant, and area/resident office facilities at approximately 32 different locations throughout a three-state area. Responsible for management of the fiscal resources of the Operations & Maintenance, Mississippi River and Tributaries (MR&T), Flood Control and Coastal Emergencies and National Emergency Preparedness Programs. Responsibilities Advises the Operations Division (Ops) Chief in the decision-making processes regarding actions which impact on fiscal or administrative matters and potential problem areas. Formulates and recommends general fiscal and administrative policies, procedures, and regulations. Directs or conducts special assignments and studies to include investigations to establish facts studies of operating policies, and other similar projects. Develops and implements procedures within the Management Support Branch. Ensures that the integration of the various phases of work provide for logical and feasible immediate and long-range schedules of accomplishment and the optimum use of District's resources (time, money, and manpower). Specialized Experience: One year of specialized experience which includes:(1) Contributing to the preparation of a variety of miscellaneous estimates and reports to reflect status of the program and budgeted funds for higher authority; (2) Developing criteria to evaluate the effectiveness of district execution of assigned programs; (3) Reviewing organizational programming-related reports for accuracy while detecting conditions which should be brought to the attention of appropriate District and/or Division officials; and (4) Preparing and/or editing reports and other written material generated by technical project team members within the functional Divisions. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Communications Leadership Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
