POSITION SUMMARY

The Senior Program Officer (SPO) provides oversight and management support on all communication initiatives and program aspects of designated Latin America and the Caribbean (LAC) projects, including project design, implementation, monitoring and evaluation, financial management, administration, and field backstopping. Working closely with headquarters staff in Washington D.C. and field leadership of the Latin America and the Caribbean (LAC) Program, this position leads new communication initiatives, project ideas and proposals, develops close relationships with donors, and supervises staff.
PRINCIPAL DUTIES & RESPONSIBILITIES
Strategy and Analysis
  • Monitor, analyze, and report on key socio-political developments related to democratic governance and human rights in the assigned country(ies). Draw from analysis to identify potential opportunities and challenges to communications, programming, and operations; design and implement strategies in response.
  • In collaboration with the LAC Management Team, support the development and periodical update of comprehensive communications and program strategies and annual work plans in assigned country(ies).
  • Conceptualize, design, and initiate new communication initiatives and project activities according to Freedom House's strategic plan.
Project Implementation
  • Manage all implementation components of designated communications initiatives and programming. In coordination with the LAC Management Team, ensure compliance with programmatic objectives, financial obligations, MEL targets, and reporting requirements according to the awards.
  • Provide guidance during preparation of documentation for subawards and subcontracts (scopes of work, proposals, budgets, other) and serve as final reviewer at portfolio level.
  • Review subgrantee financial reports and contract deliverables. Review internal tools for tracking existing subgrants and contracts, including statuses of financial reports for accuracy. Anticipate potential impacts on programming and demonstrate a record of generating successful solutions with lasting impact.
  • Oversee the production of donor materials (e.g., project timelines, work plans, MEL submissions, quarterlies, final reports, and other ad-hoc reports), integrate leadership feedback, and ensure quality control and timely delivery to donor.
Fundraising and Business Development
  • Lead new business development process integrating inputs and feedback from the LAC Management Team and the Business and Development Team in the different stages of the process and ensure final product delivery.
  • Contribute to new program ideas for proposals that align with regional fundraising strategy, and identify opportunities for new communication initiatives and project activities, and additional funding for existing programming.
Staff Management
  • Contribute to inclusive hiring process for open positions in country portfolio(s). Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading onboarding efforts and periodic performance reviews for supervisees.
  • Coach, motivate, and promote professional growth and development of direct-report staff. Provide direct-report staff with information, tools, and resources to improve performance and reach objectives.
  • Manage culturally diverse staff and ensure the holistic implementation of organization's Diversity, Equity Inclusion and Belonging (DEIB) strategy
Operations
  • In coordination with the field, lead the organization of international communications campaigns and events with external parties in compliance with Freedom House policies and donor regulations, ensuring logistical arrangements and adherence to activity targets.
  • Identify security issues and propose solutions, in coordination with Senior Global Security Manager, field staff, and LAC leadership.
  • Maintain, update, and ensure adherence to established protocols across the LAC program.
External Relations
  • Lead the creation of content for LAC public communications on social media and seek approvals.
  • Develop high-level materials (talking points, briefings, PowerPoint slide content, etc.) for external meetings.
  • Update and maintain the LAC database and the LAC advocacy tracker.
  • Develop and maintain effective professional relationships with external stakeholders, including donors, the diplomatic community, other implementing organizations, grantees, and local partner organizations.
  • Attend outside meetings and events as requested and prepare notes for the supervisor and relevant colleagues.
  • Represent Freedom House to external audiences at meetings and events, speaking articulately about Freedom House's mission and programming, as necessary.

QUALIFICATIONS:
Education:
  • Bachelor's degree in communications, international affairs, political science, or a related field. Master's degree is preferred.
Experience:
  • Minimum 6 years of related work experience, including at least 5 years of implementation of communication projects in Latin America.
  • Minimum 2 years of grant-making and/or contract-making.
  • Minimum 2 years demonstrated experience managing staff to achieve programmatic results, including ability to coach and mentor team members, and provide leadership to collaborative teams. Supervisory experience is required.
    Technical Skills and Abilities:
  • Strong ability to communicate effectively in English and Spanish, both verbally and in writing is required.
  • Experience living, volunteering, working, or studying in the LAC region is required, in closed environments is highly desired.
  • Ability to maintain the highest degree of confidentiality and exhibit unquestionable integrity, honesty, and forthrightness.
  • Strong interpersonal skills and the ability to respond promptly to inquiries courteously and professionally.
  • Ability to successfully work collaboratively with all levels of employees, management, external partners, and funders.

COMPENSATION & REWARDS:
  • Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range for this role is $77,000 to $85,000 annualized, dependent upon experience.
