Summary About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years. Responsibilities Serve as Construction Representative, with full responsibility for the management and surveillance of assigned natural disaster or emergency projects. Inform contractor on requirements concerning construction scheduling, progress reporting, work acceptance procedures, safety measures, and other matters related to contractual performance. Make on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction such as deviations from schedules, substitution of materials, etc. Record changes and modifications to contract drawings and specifications for use in preparation of “as-built” drawings upon completion of construction. Confer with contractor concerning sufficiency and suitability of equipment being used, number of worked employed, etc., to ensure completion of work. Discuss principal construction features, requirements, and shop drawings in terms of field construction conditions, both before and during work performance. Coordinate with other contractors, private concerns, and government agencies involved to preclude conflicts of interest or jurisdictional disputes. Specialized Experience: One year of specialized experience which includes providing technical assistance and support on the review of project plans and specifications to determine site compatibility and anticipated problems; informing contractors on requirements concerning construction scheduling, progress reporting, work acceptance procedures, and safety measures; observing and investigating all phases of project construction to ensure compliance with contract schedules, specifications, and shop drawings; conferring with contractors concerning sufficiency and suitability of equipment being used, number of worked employed, etc., to ensure completion of work; making on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction; and identifying actual or potential problems and determining necessity for changes or remedial action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
