JOB DESCRIPTION:
Under direction of the Chief of Schools, the Director of Social Emotional Learning and Health Services advances the physical, social and emotional wellness of students across the district and continuously evaluates the effectiveness and integration of social work, counseling, nursing, and other related areas. The Director is responsible for providing leadership to meet the tiered needs of students by implementing strategies, interventions and systems of support that result in comprehensive health services for students.

CERTIFICATION/LICENSE:
  • Professional Educator License with endorsement in General Administrative required.
  • Counseling or Social Work Certification required.
EDUCATION/EXPERIENCE:
  • Master's Degree and Type 75 Certification, as well as Illinois certification in Social Work, Counseling or Related Fields.
  • A minimum of 5 years' public school experience is preferred, including experience supervising staff and preparing budgets.
  • Experience as a wrap-around specialist is desirable.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Working knowledge of the principles, practices and ethical standards of School Social Work; the relevant state and federal laws, rules and regulations; and applicable district policies.
  • Knowledge of and/or preparation in cultural diversity, systems theory, social justice, risk assessment and intervention, consultation and collaboration, and clinical intervention strategies to address physical and mental health needs of students.
  • Ability to effectively direct, plan, implement and evaluate programs, with a focus on evidence-based programs and best practices.
  • Strong leadership and interpersonal skills with the ability to lead people and provide direction.
  • Strong working knowledge of best practices in social work or counseling and supporting students in high stress environments.
  • Have an understanding of child development, social and environmental conditioning, cultural diversity and family systems.
  • Ability to communicate effectively with students, staff and the public from diverse cultural, social, economic, and educational backgrounds.
  • Ability to work collaboratively with colleagues and contribute to a diverse workplace through ideas and experience.
  • Ability to identify unmet needs and gaps in service delivery systems necessary to support the development of all children.
  • Knowledge of effective personnel management practices.
  • Ability to integrate relevant theory, research and expertise into appropriate practices for local contexts, in a style that facilitates positive change and continuous improvement.
  • Knowledge of best practices in the implementation of trauma informed supports and Social Emotional Learning.

DUTIES AND RESPONSIBILITIES (ESSENTIAL JOB FUNCTIONS):

General & Fiscal Responsibilities
  • Supervise Social Workers, Social Emotional Learning Counselors, School Nurses, and Health Technicians to ensure appropriate support for students.
  • Coordinate the training and ongoing professional development of social workers, counselors and nurses to ensure the delivery of high quality social and emotional support services to students.
  • Ensure that intake and enrollment procedures for Youth in Care or children in foster care are in compliance with policy and state law.
  • Complete reporting related to Medicaid claims for health and other related student services.
  • Determine and develop priorities for improvement in the assigned areas and develop goals and activities to achieve them.
  • Analyze a wide variety of quantitative and qualitative formative and summative data sources to determine the needs of students across the district.
  • Maintain data systems to monitor progress of programs monthly, quarterly and annually.
  • Use best practices in program evaluation to determine the effectiveness of existing programs and make recommendations for continuation, elimination, and/or modification.
  • Work with grant/program managers to develop models for effective mentoring practices.
  • Partner collaboratively and communicate with other departments, school Principals, other personnel and external stakeholders.
  • As applicable, manage department grants, including expenditures and budget, amendments, accounting, purchasing and ensure fiscal and programmatic compliance.
  • Provides a comprehensive annual report outlining all of the major accomplishments of each responsibility area.
Social Emotional Learning & Supports
  • Advance and implement a district-wide Multi-tiered Systems of Supports (MTSS) framework through response to intervention (RTI) and positive behavior interventions and supports (PBIS) as part of a collaborative team.
  • Advance district priorities including DESSA screening assessments, PBIS, Restorative Practices and similar initiatives.
  • Implement and manage a coordinated system of academic and behavioral interventions for Social Emotional Learning (SEL).
  • Evaluate tiers of support for students who need social, emotional and/or mental health interventions.
  • Collaborate with law enforcement agencies, social services agencies, and other community organizations in order to implement preventative, wraparound, and crisis supports for students.
  • Create and foster relationships with community agencies to coordinate resources for students as it relates to social, emotional and/or mental health interventions.
  • Ensure that student mental health services records are maintained in compliance with policy and state law.
  • Analyze the ongoing implementation of activities and initiatives to make mid-course adjustments to maximize positive impact on students.
Health Services & Supports
  • Supervise health services to maximize support to students and families.
  • Communicate regularly with health care staff to identify problem areas and to initiate improvement.
  • Ensure that student medical and health services records are maintained in compliance with policy and state law.
  • Manage infectious disease issues through education and appropriate interventions, in consultation with community health agencies and in keeping with applicable laws and policies.
  • Evaluate the need for and maintain health services partnerships as it relates to immunizations, physicals and preventative health services.
  • Maintain health service equipment and supplies district-wide.
  • Coordinate required district staff hands-on CPR and First Aid training.
  • Stay abreast of best practices and current regulations to ensure the district is compliant with all health guidelines and protocols.
Crisis Prevention, Response, & Organization
  • Oversee and regularly update the threat assessment component of the District's Crisis Management Plan to ensure preparedness and effective response to emergencies.
  • Lead and convene the Crisis Response Team, organizing periodic planning and preparation meetings to ensure coordinated and effective crisis management.
  • Coordinate all Crisis Response Teams.
  • Supervise peer mediation and group intervention programs.
  • Use social work skills to support individuals and groups of students as appropriate.
  • Ensure that trauma informed supports are available in each school.
  • Develop and deliver targeted, ongoing professional development and coaching to increase effectiveness of district SEL initiatives.
