Municipal Finance Analyst

Division Overview: The Division of Local Services helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight. Its bureaus are responsible for ensuring the fairness and equity of local property taxation, the accuracy and quality of local accounting and treasury management, interpreting state laws that affect local governance, distributing local aid, and maintaining a comprehensive databank on local finances.
Duties & Responsibilities: The Municipal Finance Analyst performs a wide range of range of duties and responsibilities, including:
- Participates in production of local aid proposals and cherry sheet estimates.
- Processes monthly and specialized local aid payments.
- Coordinates the exchange or dissemination of data with information technology personnel in numerous state and federal agencies, and analyzes data for use in various reports, the DLS website and other publications.
- Conducts or assists in special projects, resulting in statistical reports, manuals and other publications.
- Represents the Division in a professional manner in all interactions with state and local officials and other interested citizens.
- Uses software technology, including but not limited to Outlook, Excel, Word, PowerPoint in carrying out assignments.
- Knowledge of the principles and practices of accounting and auditing.
- Ability to understand and apply municipal and county accounting, bookkeeping and auditing procedures.
- Ability to understand and apply prescribed accounting methods, techniques, practices and instructions.
- Ability to assemble, analyze, and present detailed financial and accounting data.
- Ability to determine the accuracy of and conformance with agency requirements of accounting transactions, entries and reports.
- Ability to write concisely, express thoughts clearly and develop ideas in a logical sequence.
- Ability to assemble items of information in accordance with established procedures.
- Ability to gather information by examining records and documents.
- Ability to exercise discretion in handling confidential information.
- Ability to establish and maintain harmonious relationships with others.
- Ability to recognize potential problems arising from daily work activities.
- Ability to exercise sound judgment.
- Ability to perform arithmetic computations with speed and accuracy.
- Ability to analyze and determine applications of accounting data, draw conclusions, and make appropriate recommendations.
- Knowledge of municipal and county accounting and bookkeeping procedures.
- Knowledge of statutes relating to the financial operations of municipal government including finance and local taxation.
- Ability to collect, interpret and assimilate information about the internal operations and functions of cities, counties, towns and districts subject to audit.
- Ability to solve complex or technical accounting problems by application of statutory and/or standard municipal and county accounting principles.
- Ability to select, devise and install appropriate accounting methods and forms in compliance with the uniform state system of municipal and county accounts.
- Ability to select or devise sound methods and procedures to remedy accounting errors and/or irregularities.
An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
As part of the Future of Work initiative, the agency has adopted a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days
Qualifications:

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.
II. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitutions will be allowed for the required (B) experience.
