JOB DESCRIPTION: Directs the planning, development and implementation of services that support a large and
complex public health program or of several smaller programs. Develops and monitors program budgets that
support multiple funding entities across the numerous Vaccine Safety Programs; and also supports multiple
funding entities with fractional support of a given program. Implements short and long term goals and objectives
for programs in collaboration with the Brighton Collaboration Director and Research Director. Oversees related
special projects. May represent the program in various national and international settings. Collaborates with and
supports the engagement of representatives from other organizations. Establishes and administers policies and
procedures. Supervises staff. Performs related responsibilities as required.
BACKGROUND: The Task Force for Global Health, based in Atlanta and founded over 40 years ago to advance
health equity, works with partners in more than 150 countries to eliminate diseases, ensure access to vaccines
and essential medicines, and strengthen health systems to protect populations. Expertise includes neglected
tropical diseases and other infectious diseases; vaccine safety, distribution and access; and health systems

PROGRAM BACKGROUND: The Center for Vaccine Equity (CVE) works on specific vaccine-preventable
diseases, vaccine safety, vaccine hesitancy and implementing the necessary delivery systems so that vaccines
are delivered to those who need them. CVE also serves as Secretariat for several global health partnerships that
advance this mission. For the last two decades, the Brighton Collaboration (BC) has built trust in the safety of
vaccines through rigorous science. It does this by developing standards [e.g., case definitions for adverse events
following immunization (AEFI)/of special interest (AESI)], guidance, protocols, tools and international monitoring
approaches for globally harmonized safety assessment of human vaccines [e.g., those in the WHO Expanded
Program on Immunizations (EPI), vaccines for pandemic use, and others under development]. The Brighton
Collaboration is a program of CVE. The Safety Platform for Emergency Vaccines (SPEAC) is a CEPI-funded
project of the Brighton Collaboration.
PRIMARY RESPONSIBILITIES:
LEADERSHIP
• Supports the Brighton Collaboration (BC) Director and Research Director in providing management to
meet program mission and strategic objectives.
• Coordinates with the Center for Vaccine Equity (CVE) Director or Senior Deputy Director to assure that
staffing, financial and business goals are met.
• In collaboration with the BC Director and Research Director, develops and executes administrative and
financial strategic and operational plans for the vaccine safety program(s).

• Serves as a primary liaison with The Task Force for Global Health (TFGH) Integrated Program Services
and related management functions including Communications, Human Resources, the Information
Technology (IT) Department, Accounting, and Facilities.
• Provides oversight and direction to the Vaccine Safety Program including structuring and managing staff
meetings and other staff events.
• Being one of the Vaccine Safety Program's staff who may serve in rotation as a member of the TFGH
Management Operations Committee, IT Governance Board, and Supervisor Community of Practice on
behalf of the Vaccine Safety Program.
PROGRAM MANAGEMENT
• Implements management processes, procedures, and systems needed to assure activities operate
smoothly.
• Manages the overall continuous quality improvement of the program by working closely with the BC
Director and the Research Director.
• Along with the BC Communications Manager, manages the implementation of strategic, comprehensive,
integrated communications plans for the Vaccine Safety Program staff and TFGH community.
• Successfully implements policies, and prepares reports, agendas, and other work products.
• Implements TFGH policies and standard operating procedures.
• Provides day-to-day management and operations support for program staff.
• May represent the collaboration on committees and at conferences and meetings.
RESOURCE MANAGEMENT
• Provides support and supervisory oversight to direct reports including personnel that may be full-time
staff, consultants, volunteers, and students; and assures they meet their performance goals and provide
training and learning opportunities for career growth and development.
• Provides input and guidance into the staffing process; actively participates in staff recruitment,
development, evaluation, and retention activities.
• Designs, maintains and provides timely access to up-to-date financial planning dashboards and
performance measures and delivers regular financial reports and recommendations that enable the
program leadership to have tactical oversight of the financial resources, staff, contractors, and materials
needed.
• Manages the program's grants received and payable, including planning, administering, and monitoring
budgets and spending, as well as preparing and reviewing technical and financial reports.
• In collaboration with the BC Program Director and Research Director, provides guidance and
recommendations for allocation of resources and the assignment of specific management roles across
various Vaccine Safety Program projects.
• Responsible for working with program funders to ensure adequate financial and narrative reporting.
TRAVEL: 5-10% domestic and/or international travel is expected.
MINIMUM QUALIFICATIONS: Bachelor's degree in public health, social sciences, public administration, business
administration or a related field and five years of related experience which includes at least two years at a
management level, OR equivalent combination of education, experience, and training. A Master's degree is
preferred.
PREFERRED QUALIFICATIONS:
• Master's degree in business/administration, public health or related field.
• Strong skills and demonstrated expertise in developing and managing administrative and financial
operations including budget (creating, monitoring, and managing), contract, and human resources
management for a portfolio of complex public health programs.
• Strong professional oral and written communication skills; and the ability to interact with both internal staff
and external customers.
• Prior experience in donor and partner relations, particularly, experience working with vaccine safety.
• Strong interpersonal and intercultural skills.
• Previous experience working on international projects.
