Job Summary:
The role involves coordinating building maintenance and repair for one or more specific City facilities, with the expectation of having a broad knowledge of all building trades and general maintenance work. It is essential to specialize in at least one specified trade, such as HVAC (heating/air conditioning), and environmental systems for commercial facilities. The work is performed independently under the general direction of the Facilities Maintenance Supervisor.

Starting rate for:

Trades Technician II: $20.20/hourly

Trades Technician Senior: $24.54/hourly

Technical

  • Reviews vendor/contractor invoices for accuracy and maintains records and warranties for work performed and equipment/supplies purchased
  • Assists with the preparation of operational and capital budget estimates for renovation and maintenance projects at assigned facilities
  • Solicits and evaluates quotes from vendors and assists in bid package preparation for repairs, renovations, and services
  • Responds to service requests courteously; resolves complaints in an efficient and timely manner; tracks and records work order status
  • Functions as a crew leader over employees working closely with a variety of vendors/contractors and provides guidance and direction to skilled and unskilled personnel
  • Troubleshoots mechanical, electrical, and structural problems; performs related maintenance, repair, and modifications
  • Participates in ordering supplies, equipment, and materials
  • Tracks the occurrence of life/safety inspections and ensures that they are performed regularly
  • Assists with the preparation of budget estimates for renovation and maintenance projects.
FACILITIES MANAGEMENT (HVAC)
  • Repairs, maintains, and installs heating, ventilating, and air conditioning (HVAC) equipment
  • Diagnoses and repairs electronic, mechanical, and electrical components of these systems
  • Checks gauges, makes inspections, and performs preventive maintenance service
  • Overhauls and services refrigeration equipment
  • Repairs, replaces, and adjusts worn parts on condensers, compressors, and water or vacuum pumps
  • Braze and solder various metals to connect piping
  • Tests refrigeration equipment for leaks and makes repairs by Environmental Protection Agency (EPA) standards
  • Repairs and adjusts valves, piping connections, fittings, and couplings
  • Removes, installs, or rebuilds motors, thermostats, and other controls
  • Adjusts expansion valves, adjusts or changes belts, and replaces gaskets as necessary
  • Performs preventive maintenance as scheduled
  • Services refrigerators, freezers, and ice machines
  • Maintains records on refrigerant recovery and installation
  • This position is part of an on-call rotation

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Trades Technician II:

Education and Experience:
  • High school diploma or general education diploma (GED)
  • Three (3) to five (5) years of experience in the skilled trades of HVAC
  • Trade certifications, trade/contractor licensing, EPA certification, Erosion Control certifications, or Stormwater certifications may be required or preferred depending on specific assignment
  • Valid Driver's License
Knowledge, Skills, and Abilities:
  • Working knowledge of
    • building trades techniques
    • materials and tools in the skilled trades
    • mathematics for calculation of materials required
  • Skills in the various trades
  • Good mechanical aptitude
  • The ability to
    • work with arms extended overhead or below feet for extended periods of time
    • manipulate small objects with hands and fingers
  • Possess dexterity and agility to work and maneuver in and around equipment, piping, or other tight spaces
Trades Technician Senior:

Education and Experience:
  • High school diploma or general education diploma (GED) and five (5) years of directly related experience in installation or maintenance of at least one specified trade such as HVAC, including three (3) years of experience in the repair and maintenance of commercial or government buildings or under a general contractor
  • Completion of trade school or apprenticeship training in at least one assigned trade area
  • A valid journeyman or contractor's license for at least one specified trade, such as HVAC is required; if a candidate with a specified license cannot be identified, candidates without a current license may be considered
  • An additional 4-5 years of experience in carpentry trades work is necessary due to no journeyman certification in Pinellas County
Knowledge, Skills, and Abilities:
  • Skilled in maintenance and repair of systems within at least one assigned trade area, such as HVAC, electrical, plumbing, mechanical, carpentry, etc., with reasonable proficiency in several other trades
  • Thorough knowledge of:
    • basic methods, materials, and tools used in the building and maintenance trades
    • troubleshooting and repairing systems within at least one specified trade area, such as HVAC, electrical, plumbing, mechanical, carpentry, etc.
  • Ability to:
    • perform mathematical calculations and accurately estimate labor and material costs for repair, remodeling, and maintenance projects
    • coordinate the efforts of vendors/contractors and ensure that work is carried out in an organized and logical manner
    • detect equipment damage and malfunctions
    • speak and write clearly and can easily be understood
    • establish and maintain effective working relationships with employees and the public


WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 50% inside a climate-controlled building; 50% outside, which may include driving.

Physical Requirements: The essential functions of the job require: sitting for approximately one (1) hour per day, standing approximately five (5) hours per day, and walking approximately two (2) hours per day. The work requires frequent: bending/stooping, climbing, crawling, fine manipulations, grasping, kneeling, pulling, pushing, reaching, repetitive motion, lifting/carrying objects weighing up to 15 pounds, occasionally lifting/carrying objects weighing 15 to 44 pounds, and on rare occasions lifting/carrying objects weighing 45 pounds and over.

Sensory Requirements: Hearing: Ability to hear normal motor operation, alarms, bells, and a/c mechanical operation. Speaking: Ability to communicate orally with others in person and on the phone. Seeing: Ability to see and read computer monitor screens, detect color coding, and operate vehicles.

Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.

Technology: The work requires ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs, including word, spreadsheet, and database applications, internet applications, and database management.

Other Machines: The work requires the ability to operate the following machines: vehicles and light trucks.

Tools: The work requires proficiency with drills, saws, and furniture tools.
