Job Description

The mission of the Boston Public Health Commission (BPHC) is to work in partnership with communities to protectand promote the health and well-being of all Boston residents, especially those impacted by racism and systemicinequities.

PROGRAM/DEPARTMENT DESCRIPTION
The Division of Healthy Start Systems is in the Child, Adolescent, and Family Health Bureau (CAFH) atthe Boston Public Health Commission. The mission of the Division to promote infant, maternal, andfamily health with a focus on reducing health inequities. The Division includes the followingprograms: Boston Healthy Start Initiative, Healthy Baby/Healthy Child, Healthy Start in Housing,Welcome Family, and Shirley's Food Pantry and Early Childhood Mental Health. These programsprovide support to clients through care coordination, connection to resources, health education, andadvocacy.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental HealthServices (CMHS), has awarded BPHC with the Grant for Expansion and Sustainability of theComprehensive Community Mental Health Services for Children (also known as the Children's MentalHealth Initiative or CMHI), with Serious Emotional Disturbances. The goal is to provide resources toimprove the mental health outcomes for children at risk for or with serious emotional disturbances (SED),and their families. SAMHA CMHI supports the implementation, expansion, and integration of the Systemof Care (SOC) by creating sustainable infrastructure and services. SAMSHA's mission is to lead public
health and service delivery efforts that promote mental health, prevent substance misuse, and providetreatments and supports to foster recovery while ensuring equitable access and better outcomes.

SAMHSA envisions that people with, affected by, or at risk for mental health and substance use conditionsreceive care, thrive, and achieve wellbeing. SAMSHA's goal and mission is in line with BPHC's strategicplan, as well as our commitment to be a model leader in addressing racial justice and health equity.The Early Childhood Mental Health (ECMH) Program will work to fulfill the Substance Abuse MentalHealth Services Administration (SAMHSA) Children's Mental Health Initiative (CMHI) through thepromotion of social and emotional wellness in young children and their families in the Boston Area, byidentifying and addressing social emotional concerns in children ages birth up to four years old. It will dothis by connecting caregivers to a mental health clinician and a coordinator to assess the family strengthsand needs and support the family with agreed upon treatment, as well offer entry-level ECMHconsultations and spreading awareness of the importance of healthy social emotional development.

Position Description

Mental Health Clinician is responsible for case management and data entry. In addition
to providing ECMH consultation on a four- year SAMSHA CMHI grant. The clinician will work in partnership withthe ECMH Team, Healthy Start Systems staff and senior management to strengthen systems of early childhoodmental health.

Duties and Responsibilities

  • Working to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by theBPHC Anti- Racism Policy.
  • Promote health equity, inclusion, and diversity within the BPHC, department, and community.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the socialdeterminants of health, and inequities in health outcomes as well as strategies to advance racial justice andhealth equity.
  • Conduct and complete assessments of parent and child.
  • Case management.
  • Participate in all ECMH CMHI related trainings and meetings.
  • Participate in planning and organizing wellness activities and events for families, staff and/or community.
  • Support Coordinator when needed in obtaining data from families for SAMHSA's Performance Accountabilityand Reporting System (SPARS).
  • Collaborates with external stakeholders Commission to support this project including evaluators, communityhealth centers and others. In partnership with the Research and Evaluation Office, HSS leadership, andevaluation vendors, designs and implements evaluation to determine the reach and impact of the program.
  • Delivers services according to established protocols.
  • Performs other duties as required.
Minimum Qualifications

MINIMUM REQUIREMENTS
  • Passionate commitment to health equity and racial/social justice issues.
  • Knowledge or willingness to learn about the role of public health in addressing racism, the social determinantsof health and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Master's degree in psychology, social work, Human Services or related field.
  • Academic and professional training in child development and early childhood mental health, including traumafocused treatment interventions for young children.
  • Participate in planning and organizing wellness activities and events for families, staff and/or community.
  • Ability to successfully conduct and complete assessments meeting deadlines.
  • Ability to write clear, concise reports, and to follow written and oral instructions to meet program expectations.
  • Ability to establish rapport with others and to maintain harmonious working relationships.
  • Experience with and knowledge of local community agencies and health care providers.
    Good organizational skills with ability to develop timelines and meet deadlines.
  • Demonstrate cultural competence with diverse ethnic, cultural, and socio-economic groups.
  • Excellent coordination and interpersonal skills and ability to communicate effectively.
  • Bilingual and/or bicultural applicants are encouraged to apply.
Qualifications Preferred
  • Experience or knowledge of Ages and Stages, PHQ-9, PSI-4(SF), PFS assessments.
    LMHC, LCSW preferred.
  • Experience and or academic training in child development specifically in children birth to four years old.
  • Cultural and linguistic diversity.
  • Knowledge of Boston and the communities.
  • Knowledge of the Boston Public Health Commission
