Transitional Services for New York, Inc. (TSINY) seeks a Fiscal Director for their Administrative office in Whitestone (Queens), NY. TSINY is a non-profit mental health services agency.

Annual Salary: $85,000

Position Summary

The Fiscal Director will be responsible for the fiscal supervision of all respective programs, ensuring that all functions are appropriately and effectively carried out on a timely basis. S/he will be the Agency’s primary resource for managing all respective program contracts with various funders. S/he will directly/indirectly supervise all respective staff that provide fiscal and contract information and will report directly to the Chief Financial Officer.

Essential Functions

Program Planning and Management
  • Supervise the budgeting and fiscal planning for all respective New York City funded programs by working with Program Directors and Executive Staff.
  • Responsible for the timely development and delivery of respective Outpatient and Case Management program contracts to funders, including amendments, as needed.
  • Management of grants and grant applications from various funding sources.
Program Monitoring and Reporting
  • Responsible for the accurate and timely delivery of reports to all respective program funders, including both financial and operational information.
  • Work cooperatively with other fiscal staff to ensure the accurate and timely issuance of all required annual reports, including, but not limited to, annual external financial statements, annual federal and state tax filings and the NYS Consolidated Fiscal Report.
  • Responsible for the review and for the accurate and timely issuance of respective program financial and operational information to Program Directors and to Executive Staff and to respond in a timely manner to their inquiries for additional and/or clarifying information.
  • Participate with other fiscal staff in executing the annual financial audit process in an accurate and timely manner.
  • Keep CFO advised of issues surrounding the financial health and contracting of individual programs.
Budgeting
  • Coordinate the Agency annual budgeting process.
Staff Management
  • Work together with other Fiscal Directors in supervising all fiscal staff and promote the concept of working together as a team to help TSINY accomplish its goals.
General
  • Assist the Chief Financial Officer as requested.
  • Be able to sit or stand as needed, with or without reasonable accommodation.
  • May require walking, primarily on a level surface, for short periods throughout the day, with or without reasonable accommodation.
  • Be able to reach above shoulder heights, below the waist or lift as required to file documents or store materials throughout the workday, with or without reasonable accommodation.
  • During a declared disaster, assume and adhere to assigned Job Action role(s) consistent with Disaster Preparedness Plan.
  • Perform other related duties as required.
  • Experience with New York City and New York State funded grant contract management and budgeting is required. Indirect Cost Rate calculations as it relates to NYC contracts is preferred.
  • The successful candidate will work in concert with the Agency’s team of Fiscal Directors and program management to help guide their fiscal activities and coordinate responsibilities with all respective staff that provide fiscal or contract information.
  • S/he will be responsible for monitoring the fiscal activity of their assigned programs ( e.g., outpatient, case management and residential ) ensuring that all fiscal functions are appropriately and effectively carried out on a timely basis. This includes but is not limited to processing contracts, reporting fiscal activity to funders and recording levels of service metrics. This position will also be responsible for coordinating the agency annual budget process and will report to the CFO

Experience/Education/Skills/Abilities

Bachelor's degree and minimum 3-5 years of related job experience is required. Experience in not-for-profit operations, contract management and accounting with demonstrated analytical skills utilizing budgetary, operational, financial and related information. Excellent computer skills in Excel, Word and Accounting programs. Must be organized, able to multi-task and work with peers and supervisors in a collegial environment.
