Summary The Area Manager is located in the Office of Information and Technology, End User Services (EUS), End User Operations (EUO), Mid- Atlantic District. The Area Manager provides leadership and resource management (finance, human, and acquisition), leading the development and implementation strategy required to manage multiple area-wide IT End User Operations. Responsibilities OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. The Major Duties of the Area Manager are, but are not limited to: Providing management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design. Representing management on system/policy reviews and assisting IO regarding network system policy and planning issues. Directing, reviewing and participating in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with Congressional, VA, OI&T, and EUO directives. Developing long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objectives. Resolving a wide variety of conventional and unconventional automation technologies and information management concerns, questions, or situations and recommends actions based upon extensive experience and knowledge of emerging technologies in the field of automation. Establishing analysis, business cases and decision-making processes to evaluate capital investments in IT and IT-alternative investments. Comparing and contrasting spend plans and budgetary requirements for the EUO District Area . Collaborating and evaluating IT solutions between EOU District Area & Infrastructure Operations various Pillars. Ensures contracts, TAC procurements, Request for Proposals (RFP), Request for Information (RFI), and Request for Quotes (RFQ) are created, funded, tracked, and closed for EUO District Area. Overseeing the integration of multiple mission-critical organization information technology processes and strategies at the area level. Supporting strategic thinking and uses and applies management principles having critical impact on technology and the organization. Developing strategies to promote the most efficient, effective use of available IT assets. Leads and oversees IT management concept development that impacts all IT business processes, operations, and strategies. Serving in a leadership and technical expert role within the District Area and nationally in the assessment, development and selection of information technologies necessary to meeting the requirements and goals of the Department of Veteran's Affairs. Directing, coordinating or overseeing work of supervisors and provides similar oversight of contractors; exercises significant responsibilities in dealing with officials of other units, organizations or in advising management officials of higher rank. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel requirement is up to 20% of the time. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves every day risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. Promotion Potential: This position is at the Full-Performance Level. Requirements Conditions of Employment Qualifications To qualify for this position, all qualification requirements must be met by the closing date of this announcement, Januay8, 2025. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. AND, SPECIALIZED EXPERIENCE REQUIREMENT: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Directing and/or providing technical guidance to improve IT programs and/or computing environment. Providing direction, leadership, and mentorship to staff. identifying and/or resolving root causes of problems that degrade delivery of essential Information Technology services. Using technical expertise to analyze options for applications, communications, and network changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
