- Compensation - We support transparency, equity, and fairness in our compensation programs and provide a reasonable estimate of the salary range, based on data-driven market analysis, for each job posting. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role in Washington, DC (Headquarters) is $105,100 - $153,100 per year. Team members may also be eligible for performance-based discretionary awards.
- Hybrid work option - Staff will be assigned to the Washington, DC (Headquarters) office. Staff can choose to live and work from anywhere within the United States but will be required to commute to their assigned office or location for occasional intentional gatherings or meetings at the frequency required by their supervisor. Travel to an assigned office or location for commuting purposes will not be considered reimbursable business travel, unless otherwise required by state law. Business travel is reimbursable in an amount not exceeding the cost to travel from the assigned office or location, unless otherwise required by state law.
- Generous paid time off - Up to 6 weeks annually, in addition to 12 federal holidays, 2 floating holidays, and a year-end break December 26-31, 2025

The PCAOB has a full-time, regular position for an Employee Relations and Compliance Manager at its Washington, DC (Headquarters) office who will report to the Assistant Director, Employee Relations, Policy, and Compliance. The Employee Relations and Compliance Manager will assist in delivering core HR functions which include employee relations, internal investigations, review of corrective actions, regulatory compliance, retention, policy and procedure interpretation, and records management. This role will also assist the Assistant Director, Employee Relations, Policy, and Compliance with ensuring that the Office of Human Resources (OHR) operations are in compliance with all local, state, and federal labor laws, as well as the laws that govern business practices. This role will partner with the Assistant Director, Employee Relations, Policy, and Compliance in support of Division/Office leaders and Office of General Counsel (OGC) to help management achieve their goals. In addition, this role serves as the Employee Relations and Compliance Workday Administrator and will provide analysis, recommendations, and implementation of Employee Relations and Compliance improvements, effective system management, enhanced reporting, and tracking of activities in support of the Office of Human Resource's efforts to transform how we are providing experiences to staff.
Responsibilities
INVESTIGATIONS
- Lead and maintain a thorough and well-documented investigative process by gathering and documenting evidentiary material. Maintain accurate and thorough records and notes of investigatory process. Develop professional, comprehensive, unbiased written reports that include a summary of facts and recommended findings.
- Interview relevant parties; gather, compile and analyze relevant documents and information; assess witness credibility; present case information through effective oral and written communication.
- Act as a neutral party through all aspects of an investigation and promote a fair and neutral process for all parties involved.
- Analyze and logically come to conclusions and investigative outcomes.
- Keep apprised of new developments and best practices in the field of Title VII investigations and other relevant federal and state legislations and regulations.
- Promote organizational compliance with PCAOB policies and applicable laws.
- Maintain requested statistics and data for reporting purposes.
- Establish timely communication with all parties, including those with a need to know, in order to recommend/make appropriate and timely decisions.
- Provide the Employee Relations team with day-to-day Workday operational, process, and system support (to include documenting workflow job aids) to ensure workflow actions continue to move through the implementation of all the employee lifecycle modules.
- Provide innovative Workday-first strategy and solutions for Employee Relations utilizing a combination of Workday technologies and capabilities to their fullest extent.
- Configure Workday Employee Relations modules and features including related processes in these and other employee lifecycle areas.
- Create and maintain custom Workday reports and dashboards utilizing Report Writer and Discovery Boards to enable data understanding and analytics.
- Fully utilize Workday to coordinate, track, and report Employee Relations/HR Compliance activities, including annual process measures.
- Lead testing efforts for Workday releases and configuration changes inclusive of evaluating release enhancements, writing test scripts, running tests, and providing required documentation for user acceptance testing (UAT).
- Work closely with HR Technology, Office of Technology (OT) and third-party vendor teams to strengthen Employee Relations process improvements and reporting.
- Execute and contribute to ongoing support for selected business processes in Workday.
- Work with the HR team and PCAOB management to proactively and successfully resolve employee relations issues for the organization.
- Partner with OHR colleagues and the Office of General Counsel to monitor enforcement of compliance-related standards and regulation issues.
- Collaborate with the HR team and participate in projects to provide guidance on HR-related programs and practices.
- Partner with the OGC to respond to Subpoenas and other requests for employment records.
- Advise OCOO and division/office leadership on legal compliance, fair, and consistent treatment of staff; provide interpretation of policies.
- Responsible for supporting Talent Management Partners (TMP's) with employee coaching, performance counseling, and assistance during the performance review process.
- Manage employment compliance processes; to include I-9's, employment postings and annual regulatory reporting.
- Analyze and manage requests for accommodations.
- Conduct regular internal reviews or audits to ensure that compliance procedures are followed.
- Collaborate with the Assistant Director, Employee Relations, Policy, and Compliance to assess compliance and operational risks and develop risk management strategies.
- Track relevant laws and regulatory developments as well as evolving best practices in compliance control.
- Collaborate with Assistant Director, Employee Relations, Policy, and Compliance to update operating manuals and procedural documents when regulations change.
- Maintain case tracker and case management tool.
- Other duties as assigned.
Education/Technical Expertise
- Bachelor's degree from an accredited university, in human resources management or related field.
- Minimum of 7+ years of progressive human resources experience.
- Strong working knowledge of federal and state employment laws.
- Experience conducting internal investigations and formal inquiries.
- Advanced working knowledge of software applications, i.e., Microsoft Office 365 suite and HRIS (Workday required).
- Must be able to handle employee-sensitive and business information with utmost confidentiality.
- Demonstrated experience and ability in conducting investigations, composing clear, concise, timely, and professionally written investigative reports, managing confidential information, and independently and efficiently managing a significant caseload.
- Demonstrated ability to determine and apply appropriate legal standards in assessing and investigating Title VII allegations.
- Demonstrated ability to exercise discretion, superior judgement, analytical skills, and neutrality in highly sensitive situations.
- Strong client relationship skills and the ability to partner and work strategically with leadership, business partners, and stakeholders to drive overall solutions, while managing issues and minimizing risks.
- In-depth experience successfully harmonizing diverse and competing interests.
- Ability to build trust at all levels of the organization.
- Must demonstrate a high level of professionalism.
- Demonstrated experience developing, configuring, and implementing Employee Relations / HR Compliance process improvement recommendations to drive efficiency and effectiveness.
- Skilled in analyzing, refining, and documenting Standard Operating Procedures, job aids, and guidelines.
- Project management support experience and familiarity with change management and communication best practices.
- Ability to multi-task, organize, and interact effectively with all levels of internal and external customers.
- Must be creative and able to think strategically and logically, pay close attention to detail, establish procedures, and follow through until completion.
- Must be able to work under pressure, manage time, set priorities, and meet deadlines.
- Must be able to take initiative and work independently on projects and devise own methods, approach, and procedures in fulfilling assignments.
- Excellent verbal, written, and interpersonal communication skills.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- SPHR or PHR certification.
- Workday training or Pro certification.
- Experience creating dashboards.
