Job Description:The Functional Analyst is responsible for: participating in gathering requirements, including leading, designing and providing guidance on recommendations; collaborating with the business on current processes and proposing solutions to enhance current processes, including advising on system options, risk, cost vs. benefits and impacts; ensuring all systems are aligned with the IT long term strategy; identifying, recommending and implementing complex configuration solutions and implementing full cycle configuration to meet business needs, while creating and updating associated documentation; setting testing strategy for modules and leading end to end integration testing; participating in the delivery of project and minor/major releases; troubleshooting and leading the evaluation and design of the correction for complex incidents; and maintaining a high level of functional competency by staying abreast of new trends, future enhancements and leveraging best practices. The following is a list of items anticipated for this position and may be adjusted as needed.
  • Pulls Product Backlog Items (PBI)s from the Azure DevOps O&M board to analyze and to document findings.
  • Participates in user story grooming sessions and coordinates with FMIS Product Owner team to create user stories and acceptance criteria in Azure DevOps.
  • Coordinates with development team to ensure that the development team fully understands the scope of the user story.
  • Analyzes work requests received from customer.
  • Ensures requirements are documented.
  • Participates in requirement and design reviews.
  • Reviews requirements and design documents.
  • Reviews system design documents.
  • Reviews test plans and test results.
  • Reviews release items for production implementation.
  • Reviews Release Notes.
    Works closely with systems analyst and applies experience of respective functional area (i.e., accounting, human resources, logistics, etc.) to system analysis and design areas for large scale, complex systems. Analyzes problem areas and postulates feasible solutions. Participates in and conducts structured project reviews (walk through). Provides assistance in the development of design deliverables. Contractor personnel should be able to effectively communicate with other individuals at all levels within organizations and with differing economic, social, cultural or educational backgrounds. They should have skills in oral and written communications and the ability to exercise tact in dealing with others in a courteous and diplomatic manner. Typical assignments include designing, developing, and maintaining information systems that utilize Services Oriented Architecture (SOA). Ensures that project and agency standards are addressed, including various industry standards such as ISO 20000 and/or ISO 9000:2001. Requires knowledge and experience with a variety of operating systems, web browsers, and miscellaneous software tools. Technologies may include, but are not limited to: Visual Studio, .NET Framework, ASP.NET MVC, SQL Server, SQL Server Management Studio, Telerik UI for ASP, Syncfusion, Hangfire, Business Objects. MSTest, jQuery, Entity Framework, Elmah, Telerik JustMock, Renci SSH.Net, Newtonsoft JSON.NET, Microsoft Azure DevOps.
    Minimum Qualifications: Bachelor's degree in computer science, information systems, or other related discipline. Eight years (8) of progressive experience in respective area (i.e., accounting, human resources, logistics, etc.) Must have a detailed knowledge of respective organizational practices, procedures, policies, and methodologies pertaining to the management and administration of automated Government systems
