Job Requirements

Are you an experienced IT Project Manager with a passion for data integration and analytics? We're looking for a Sr. IT Project Manager / Sr. IT PM to join our team in a hybrid role, with a preference for candidates residing in the Austin, TX area.

Position Details:

  • Location: Hybrid (must reside in Austin, TX area and report onsite 3 days a week)
  • Hours: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays
  • Duration: 01/20/2025 to 08/31/2025
  • Pay Rate: $90/hr.
Role Overview: The Analytics Program Manager will be part of the Performance Management & Analytics System (PMAS) team under the Office of Chief Data Architect. This role focuses on expanding competencies in Data Integration within the Data Management Framework.

Key Responsibilities:
  • Collaborate with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics initiatives.
  • Develop and publish project management documents and deliverables in compliance with Project Delivery Framework directives.
  • Create RFPs to define services and deliverables for data management solutions.
  • Secure matching federal funds through the development of federally approved IAPDs.
  • Oversee expanding HHS data integrations across departments.
High-Level Responsibilities:
  • Maintain constant communication with the Office of Data Analytics & Reporting to ensure a blended, partnered team with IT.
  • Work seamlessly with various IT and business stakeholders to ensure project deliverables comply with state, federal, and agency standards.
  • Establish a strategic roadmap for projects in coordination with vendors and stakeholders.
  • Conduct procurement exercises to acquire vendor services or outsource efforts.
  • Establish timelines and resource requirements for project execution, coordinating with key stakeholders for approval.
  • Create necessary project management deliverables.
  • Manage day-to-day operations and scrums of various projects, overseeing the coordination team.
  • Identify and resolve risks with project leadership.
  • Perform other duties as assigned.
Candidate Skills and Qualifications:

Minimum Requirements:
  • 8+ years of IT project management experience.
  • Extensive experience in the IT industry, with at least 5 years in data management solutions, data analytics/business intelligence, web-based development, or SOA-related projects.
  • Excellent communication skills, both verbal and written.
  • Proven experience in developing clear, concise project documentation.
  • Strong team management skills, including task assignment, mentoring, facilitation, and training.
  • Effective risk management practices and progress monitoring.
  • Ability to keep leadership updated on project issues and progress.
  • Expert problem resolution skills.
  • Complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC).
  • Experience tracking full project budgets and entering actual costs in project tracking tools.
  • Leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban.
Preferred:
  • Prior experience in the healthcare industry, specifically public health.
  • Experience managing multi-agency or multi-IT department initiatives.
  • Emphasis on managing weekly activities of TSS Sprint Teams.
  • Ability to manage resources in a mixed functional and matrixed project environment.
  • Experience developing, documenting, and executing project management plans, work plans, and quality plans.
  • Involvement in the full lifecycle from analysis and planning to development and deployment.
  • Experience building and managing IT project teams, with an emphasis on motivating individuals to excel.
  • Experience with access and eligibility programs.
