General Description of Position:

The Vice Chancellor of Finance is a member of the Chancellor's executive leadership team responsible for budgetary and financial accountability and creating financial and administrative strategies to support and enhance institutional and strategic priorities. Personal attributes should include strategic vision, excellent leadership skills, a strong work ethic, high energy, excellent written and oral communication skills, tact and confidentiality, a team focused approach and unquestionable integrity.

Responsibilities and Duties:

  • Direct and provide financial oversight of the Campus's financial operations including fiscal planning, budget development and control, accounting, contracts, payroll, purchasing, and inventory.
  • Maintain consultative working relationship with appropriate staff, faculty, and committees in program and policy development
  • Serve on the chancellor's executive leadership team (Cabinet) and as the chancellor's representative on various state governmental boards and authorities. Attends campus cabinet meeting and leads campus budget meetings.
  • Provides supervision and leadership to the administration and finance department leads, i.e., Business Office.
  • Directs all financial and accounting activities of the campus in accordance with guidelines set forth by the College's Chief Financial Officer and campus Chancellor.
  • Plans, prepares, and administers annual operating, capital, utilities, and lease budgets.
  • Provides monthly campus financial analysis and interpretation and maintains necessary budgetary controls.
  • Ensures integrity of all financial, accounts receivable and fixed asset information for the campuses.
  • Oversees procurement processes at the campus level in accordance with the College purchasing policy.
  • Oversees third-party contracts/grants from government agencies in conjunction with System Office Sponsored Program Accounting staff.
  • Directs Business Office functions including purchasing, budgeting, accounts receivables, and fixed asset management.
  • Attends Campus Board of Trustee meetings and present pertinent financial information.
  • Uses effective verbal and written communication skills and adapts communication style to suit different audiences.
  • Demonstrates strong attention to detail and be able to develop accurate written materials.
  • Facilitates continuous improvement and effective change management.
  • Demonstrates ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees in which every individual feels respected and valued.
  • Manages and coordinates special projects as assigned by the Chancellor.

Minimum Qualifications

Skills & Education:
  • Five years of progressively responsible administrative experience in an organization of relevant size and complexity; evidence of vision, collaboration, as well as a service and entrepreneurial orientation in developing progressive financial and business policies and practices;
  • Experience and expertise in strategic, comprehensive, multi-year budget development and implementation, in-depth knowledge of a wide variety of financing techniques, financial and ratio analysis, familiarity with business and finance operations preferably in an academic institution;
  • Ability to crystallize complex financial information into lay terms and to effectively articulate the college's financial vision, strengths, goals, and requirements to a wide range of audiences, both internal and external;
  • Experience with strategic planning, campus master planning, and the ability to apply critical, conceptual and strategic thinking to important financial, academic and administrative issues across the university; Understanding of the collaborative role that an accounting office can play in helping budget managers make wise strategic and tactical decisions with resources; Executive-level problem-solving and organizational skills and the ability to function in a complex, high demand environment, managing multiple priorities simultaneously; Ability to lead effectively within and across units, using collaboration, strong listening skills, and persuasion to guide decision-making and influence critical operations; a proven team player, with the ability both to advocate and to partner with others; as well as skill as a negotiator and experience reviewing and realigning systems, policies and personnel; Knowledge and understanding of a shared governance system; Commitment to embracing and enhancing diversity, affirmative action, and equal opportunity; Understanding of and commitment to the mission and goals of a community college and a willingness to play an active role in the life of the college.
  • Bachelor's degree from an accredited college or university in business administration, public affairs or higher education, or related discipline is required.
  • Minimum of five years' experience in higher education at accredited institution preferred.
  • 8-10 years of progressive professional experience in finance and/or operations strategic or related work.
  • Must be adept at resolving individual and group conflict, must have excellent written and oral communication skills.
  • Proven ability to identify key issues and to carry forward an idea or project from conception to execution.
  • Track record of thinking conceptually and mastering complex subject matter quickly.
  • Good judgment, discretion, tact, and the ability to work easily with senior leaders within the higher education, charitable, government, and business sectors.
  • Ability to partner well with colleagues both in and outside of the organization.
  • Ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students, and employees and which every individual feels respected and valued.


Preferred Requirements:

Master's degree from an accredited college or university in business administration, public affairs or higher education, or related discipline.

CPA or CMA preferred
