POSITION SUMMARY

The primary purpose of this position is to provide the necessary clerical and administrative program support to the Housing Choice Voucher Program.

All activities must support the District of Columbia Housing Authority's (DCHA's) strategic goals and objectives and produce results that accomplish the goals of the Housing Choice Voucher Program.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Greets all clients seeking housing assistance; responds to inquiries regarding program information, the admissions process and application status
  • Provides telephone coverage for the Housing Choice Voucher Program, using the telephone and Interactive Voice Response Systems (IVR)
  • Interviews assigned applicants to complete applications for assisted housing residency; assists applicants with entering information and explains how information will determine (1) applicant eligibility for admission or continued occupancy; (2) rent to be charged; and (3) unit size required according to standards and regulations established by the U.S. Department of Housing and Urban Development and the District of Columbia Housing Authority (DCHA)
  • Directs applicants in securing necessary verification and documentation of eligibility factors and where further data is necessary to assure complete and accurate evidence; contacts employers, community agencies, schools, etc., for substantiation and/or clarification
  • Maintains interview reschedule log, notifies applicants of rescheduled appointments and documents applicant records in an automated system
  • Operates a variety of data entry software and tools to transcribe application data, requiring skilled use of the full keyboard, both alphabetic and numeric characters and special symbols requiring double keying; develops, selects and/or recommends recording and transcribing procedures when standardized forms and procedures have not been developed for the assignment
  • As applicable, transcribes application data from unedited and uncoded source documents or from complex documents that are not controlled by format, reporting instructions or source; and utilizes display terminals to update, add, and delete fields and/or records stored on magnetic media in the computer system; sources documents related to data necessary to maintain accurate data on public and subsidized housing activities; corrects documents that contain errors or refers to the proper staff member for correction
  • Retrieves and changes records that are already in the system; and interprets substantive data in the record in order to determine the specific changes required
  • Participates in testing and debugging new data programs and keying unrefined programs; based on working knowledge of programming language, makes difficult changes in the program as they are keyed in
  • Identifies source of error based on error message given by the machine as needed; determines actions needed to find and correct errors and/or discrepancies; verifies assignments that involve correcting data before it is entered into the system
  • Provides guidance and procedural instructions to other employees on complicated assignments; trains new employees as assigned
  • Shares in batching documents according to originating source; participates in strict adherence of job scheduling and project deadlines by coordinating with production and supervisor
  • Compiles statistics for daily admissions activities such as applications/updates and inquires
  • Performs other related duties as assigned.


Minimum Requirements

EDUCATION & EXPERIENCE

High school diploma or GED and at least (4) four years' clerical or technical experience; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
