Job Description:

The Delivery Manager is fully accountable for all Cintra Toll Services (CTS) Delivery activities. CTS is responsible to deliver, operate and develop the Central System which supports all functions necessary to collect revenue in the projects sponsored by Cintra in US. As such CTS is an asset highly strategic to Cintra, as not only ensures an effective and efficient collection of tolls, but it also ensures the operational alignment of all concessions, limiting the risk of the sponsors and the dependency on external vendors. CTS also provides support to business development for procurement of new projects.

Essential Duties and Responsibilities:
  • Responsible for the delivery projects of the central system which aligns the needs of the 5 concessions into a single flow of development, allowing the concessions to meet their external goals to DOT and Agencies.
  • Responsible for the support to Cintra's Business Development
    • Manages the production of ITS and toll operations models for the proposals delivered by Cintra (supported by an external engineering company and one person from the operations group).
  • Responsible to evaluate and support the innovation initiatives of Cintra in US.
  • Responsible to ensure Implementation of system operations of new projects and Operations and Maintenance of existing projects US projects.
  • Responsible to ensure that CTS provides a stable and transferable service to all concession, thus removing risk from the concession themselves.
  • Responsible to set key Business Rules and Procedures which supports operations.
  • Established Quality Assurance Process ensuring quality transaction processing and minimal errors hitting customer accounts.
  • Ensured testing protocol and testing best practices were followed which ensured minimal issues of new development and allowed for a seamless transition between new releases of software.
  • Internal technical lead for financial reconciliation with toll service providers
Qualifications (Knowledge, Skills & Abilities):

Education & Experience:
  • Bachelor of Science degree in IT, Computer Science, Electromechanical Engineering, Telecommunications Engineering or Civil Engineering. Postgraduate education desired
  • Texas licensed P.E. is welcomed but not strictly required
  • Proven experience working in complex environments with multiple stakeholders and sponsors in a matrix organization. Experience in share services organizations highly appreciated but not necessary
  • Minimum of 7-10+ years of experience in operations with a strong IT component, out of which at least 5 years in Toll Operations in an Open Road Tolling Environment (All Electronic Tolling/Managed Lanes environment preferred but not necessary)
  • Demonstrable experience and knowledge in one or multiple of the following fields:
    • Operations Management which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate supervisors
    • Design and implementation of Toll Collection Systems, Intelligent Transportation Systems, Road/Traffic control Systems, Operational/Commercial Back Office Systems
    • Contract negotiations
    • Software design/development management
Computer Skills:
  • Must be able to demonstrate high computer proficiency with Microsoft Office suite (specifically Word, Excel, Project, PowerPoint)

  • Skills in negotiating large contracts with regional implications
  • Good teamwork skills required
  • Active working attitude required
  • Capability to undertake projects with certain self-sufficiency
  • Capability to work against tight schedules
  • Must be able to proactively multitask, problem solve and implement innovative processes within a fast-paced environment
