POSITION SUMMARY:

This position is 60% clinical and 40% administrative. In the clinical role, the Director will function in the capacity of a Behavioral Health Provider in the provision of integrated behavioral health care (mental health and substance use) services and as a collaborative member of the healthcare team. In the administrative role, the Director will oversee a team of doctoral and mid-level behavioral health providers, as well as support staff, and work collaboratively with CFHC's behavioral/Substance Use partners (Peace River Center and Tri-County Human Services). The Director will continuously monitor and adapt care delivery to ensure population access to high quality, evidence-based behavioral health services/team-based care. The Director is responsible for ensuring that such care is in compliance with ethical, legal, and accrediting body standards and requirements, as well as supports the fiscal health and sustainability of the department. The Director is responsible for being the thought leader for CFHC's Behavioral Health services and the champion for the data-driven/field-driven evolution of an effective and sustainable model of Behavioral Health integration/team-based care, and ensuring that senior leaders are adequately informed to make strategic decisions and/or shift priorities. The Director is also available as a resource for consultation on other inter-departmental/agency needs as indicated and will work collaboratively with clinical and organizational leadership, as well as community partners and stakeholders in line with department needs/objectives.

MINIMAL QUALIFICATIONS:

  • Graduation from an approved school of psychology, school of clinical social work or similar degree program and 5 - 10 years of experience in clinical psychology/mental health.
  • 2 years of experience in mental health counseling supervision and mentoring of professionals in pursuit of their license
  • Must maintain required CME credits
  • Experience with under-served populations and population-based interventions
  • Masters in Mental Health related degree or Psychology
  • Possesses an active Florida license
  • Excellent written and verbal communication is required
  • Good interpersonal skills
  • Bi-lingual (English and Spanish) preferred
  • Must be proficient with EMR

RESPONSIBILTIES AND PERFORMANCE EXPECTATIONS include, but are not limited to, the following:
  1. Provide direct patient care, including consultation and behavioral health intervention for physical health and traditional mental health concerns.
  2. Ensures provision of evidence-based care as allowed by training and licensure, and consistent with standards of care and appropriate ethical codes of conduct.
  3. Supervises behavioral health providers in the provision of behavioral health services/team-based care. Mentors behavioral health providers to ensure optimal functioning in the work site, providing necessary feedback regarding management of workflow, working with medical team, expanding the integrated behavioral health model, etc.
  4. Ensures that the following standards and expectations are being communicated to BH providers and met accordingly: documentation standards, closed encounter requirements, peer review completion and compliance, productivity expectations.
  5. Ensures appropriate coverage at various sites based on need/demand, with regard for minimizing unnecessary changes and disruption to patient care activities and without compromising model fidelity.
  6. Works collaboratively with academic partners in the before noted clinical operations, as well as in other initiatives/programs that may arise that are consistent with the mission and vision of CFHC and the department.
  7. Oversees the tracking and coordination of internal and external behavioral health referrals. Establishes and leverages connections within the community aimed at identifying patient resources and referral sources. Is the direct reporting supervisor for the Behavioral Health Care Coordinator.
  8. Responsible for clinical policies and procedures related to behavioral health in primary care and for ongoing AAAHC, PCMH and HRSA readiness/compliance.
  9. Responsible for monitoring data and developing strategic goals to maintain or improve behavioral health related KPIs, clinical performance, and quality metrics at the provider, clinic, service line, and/or department level.
  10. Responsible for working collaboratively with other operational department leads, including finance and quality, in the interest of supporting CFHC and departmental financial health and quality. Responsible for managing the department's budget. As indicated, responsible for assisting with the procurement of grant funding.
  11. Function as a member of the CFHC clinical and operations leadership teams to ensure behavioral health functions optimally and integrally, as well as to ensure that all stakeholders are appropriately informed and engaged.
  12. Periodically conducts needed staff training or consultation.
  13. Stays up to date on advancements in the field of behavioral/mental health and integrated care service delivery, including logistics, state and federal policy, reimbursement, QI/evaluation, etc.
  14. Make recommendations to senior leadership on strategic transformation.
  15. Represents CFHC at various community workgroups involving behavioral health.
  16. Must be able to work independently and prioritize work on a daily or weekly basis.
  17. May be required to perform the duties of other employees, including supervisors/managers, in their absence.
  18. May be required to perform duties and responsibilities not listed in this description, on a temporary or long-term basis.
PHYSICAL REQUIREMENTS:
  1. Requires 80% or more time spent standing/walking.
  2. Independently mobile.
  3. Ability to lift weight equivalents to that would be required when occasionally assisting and positioning patients, repositioning equipment and lifting supplies.
  4. Ability to adapt and function in varying environments of workload, patient acuity, worksites and work shifts.
