The Water Meter Foreman is responsible for supervising and directing the work of the field employees engaged in water meter repair activities for the City's Water Resources.
Major Duties

  • Oversee the testing and repair of water meter \ backflows preventors and components by using industry standards and State Laws as a guideline.
  • Establishes water meter \ backflow testing schedule based on account type, degree of exposure to contamination, prior history of account.
  • Prioritize and distribute job assignments to water meter repair Crew Members. Use Water Meter \ Backflow Testing devices and software to ensure the proper testing of devices for a particular usage. Make recommendations for replacement \ repair of devices based on the evaluation. Perform surveys of each residential account in the EPWA System to establish degree of exposure to contamination to the Water System. Make recommendations regarding Water Meter \ Backflow Prevention requirements for each account.
  • Review completed assignments to ensure accuracy.
  • Installation of water meters \ backflow devices to serve account, must follow EPA, EPD, and AWWA Standard and Regulations.
  • Prioritize improvements to accounts with no improper backflow devices with upgraded installations of waterlines.
  • Perform Supervisory duties such as Annual Performance Evaluations, Payroll, Disciplinary Actions, etc.
  • Keep detailed records of Backflow Devices, and Water Meter Testing.
  • Review plans of proposed developments and make recommendations for Water Meter types based on the need for each application.
  • Assist with the hiring and training of new employees.
Minimum Qualifications

High school diploma or equivalent; related technical degree or associate degree preferred; five (5) years or more related experience; State of Georgia Backflow Prevention Certification. State of Georgia Water Distribution Certification must be obtained within twelve (12) months. Valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.; equivalent combination of education and experience.
Knowledge Required by the Position
  • Knowledge of City's streets and water meter locations.
  • Knowledge of water and sewer line maintenance.
  • Knowledge of City's electrical water and gas systems.
  • Knowledge of water safety regulations.
  • Knowledge of water meter functions.
  • Knowledge of meter reading practices and procedures.
  • Knowledge of City's electrical water and gas systems.
  • State of Georgia Backflow Prevention Certification.
  • State of Georgia Water Distribution Certification
  • Skilled in oral and written communication.
  • Ability to communicate with the public.
  • Ability to train and supervise the activities of Water Meter crew and mechanics, and troubleshoot issues.
  • Ability to establish and maintain effective working relationships with all personnel.
  • Ability to arrange and rearrange Water Meter crew as needed.
  • Ability to perform mathematical computations rapidly and accurately.
  • Review all work orders for accuracy and completion.
  • Perform other related duties as required.
Supervisory Controls: The Foreman works directly for the Meter Repair Manager and is responsible for making decisions with considerable knowledge of departmental rules and regulations.

Guidelines: Guidelines include the GA. UPC Code, City code, policies and procedures, and supervisory instructions. These guidelines are generally clear and specific but may require some interpretation.
Complexity: This position consists of supervisory decision-making regarding Water Meter Repair
Crew.
Physical Demands: The work is typically performed with the employee intermittently sitting, standing, walking. bending, crouching, or stooping. The Foreman is required to frequently lift light and heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of colors.
