Overview

The Data Analyst will work to develop and enhance current data collection tools, systems, and dashboards that enhance the department's ability to report on City spending with minority and women-owned businesses, identify procurements for Supplier Diversity initiatives, and draw insights into the availability and capacity of certified businesses. Under the direction of the Deputy Director of Administration and Finance, the Data Analyst will help drive data-based initiatives that promote supplier diversity and encourage the utilization of programs that support small, diverse businesses in Boston. The Department of Supplier Diversity sits in the Economic Opportunity and Inclusion (EOI) Cabinet. It represents an integral part of the Mayor's mission to create a more economically equitable city. The Supplier Diversity Program certifies businesses and manages programs that work to ensure small and diverse businesses have access and are better positioned to compete in City contracting. Responsibilities

Helps configure low-tech solutions to process inefficiencies by using no-code software tools (G-suite, Knack, etc.). Collaborates with the Finance Department and Analytics Team to ensure data collection, reporting, and dashboards align with City-wide data management and visualization standards. Supports in the preparation of presentation materials for City Council hearings and quarterly and year-end reports. Works with the Supplier Diversity Business Certification team to maintain and manage the City's Business Certification database and directory, and report on available certified businesses. Creates data visualizations for dashboards, reports, and data requests. Cleans data and prepares analysis on Supplier Diversity compliance programs, and prepares dashboards and data briefs highlighting insights and trends. Designs and develops tools that automate manual operations. Works with internal stakeholders to implement data collection standards that align Supplier Diversity tools with City-wide procurement data. Assists in solution implementation and adoption through the development of documentation and guides, as well as conducting periodic ad hoc training for users. Tracks and maintains data required for future City disparity studies. Performs related data analysis and work as required. Minimum Entrance Qualifications

At least four (4) years of full-time, or equivalent part-time, professional experience work which included communications, policy research, and data analysis. A bachelor's degree in public policy, public administration related field may be substituted for two (2) years of the required experience. A master's degree in the above-listed fields is preferred. Well versed with Microsoft Excel, knowledge of SQL/PL SQL programming, and experience working with data visualization tools. Proficiency with Microsoft applications, and Google Suite. Excellent oral and written communications and organizational skills. Ability to build strong relationships with key stakeholders. Capacity to conduct analyses for policy and program monitoring, development, evaluation, and research. Demonstrated interest in public policy and working in the public sector highly preferred. Ability to exercise good judgment and focus on detail as required by the job. Familiarity with state and local government operations and processes.
