FHWA's Office of Research, Development, and Technology (RD&T) is located at the Turner-Fairbank Highway Research Center
(TFHRC), a federally owned and operated national research facility in McLean, VA. The center houses 15 laboratories, support facilities, and data sets; and conducts applied and exploratory advanced research in vehicle-highway interaction, and a host of other types of transportation research in safety, pavements, highway structures and bridges, human-centered systems, operations and intelligent transportation systems, and materials. The laboratories
at the center provide a vital resource for advancing the body of knowledge that has been created and developed by our researchers.
The Office of Corporate Research, Technology, and Innovation Management (HRTM) is excited to offer a full-time GS-0343-13/14 (Management and Program Analyst) position. The position will be filled at either the GS-13 or GS-14 level. If filled at the GS-13 level, the selectee will be eligible for non-competitive promotion to the GS-14 level upon demonstration of full performance of the GS-14 duties.
This position serves as a senior analyst and authority for analyzing and evaluating HRTM’s highly complex projects, programs, operations and activities and advising management on the effectiveness and efficiency in improving and developing FHWA’s Research & Technology (R&T) program with other FHWA offices and at the Turner-Fairbank Highway Research Center as well as among external entities. The position manages the overall publication process; supports the office through expert analysis and recommendations for drafting highly technical and important documents and through editing documents and presentations; and serves as a Technical Contracting Officers Representative (COR).
Specific objectives of the
Management and Program Analyst
position include:
Coordinates the publishing of more RD&T publications per year from inception and consultation through all phases of publishing.
Reviews and approves contractor submitted publications deliverables.
Provides authoritative guidance on matters related to writing, editing, and managing print and electronic production of publications that meet FHWA standards for accuracy, grammar, style, and suitability for a variety of audiences and high-level staff.
Writes technical reports, speeches for FHWA officials, articles, and other material, for internal and external audiences.
Advises the Office Director concerning new programs, methods, and techniques affecting HRTM programs.
Provides support for HRTM on applying program analysis including developing data visualizations and dashboards using software tools.
Provides program analytical support in the functions relating to development, implementation, and advisory service for the execution of the Exploratory Advanced Research Program (EAR) program, Small Business Innovation Research (SBIR) program, or other corporate research programs.
Evaluates and monitors the progress of program initiatives, including project announcements, project selections, project monitoring, and project result and develops and maintains a program information system that will track and monitor the progress of program initiatives, includes project announcements, project selections, project monitoring, and project results.
Provides Communications and Marketing program oversight, reviews contract deliverables to assure compliance with publication requirements and suitability for specific audiences.
Provides support to all HRTM teams and staff related to procurement actions and will be the HRTM focal point for questions about and reviews of procurement requests (PR), Notice of Funding Opportunities (NOFO), Broad Agency Announcements (BAA), and other related procurement actions.
Serves as a Technical Contracting Officers Representative (COR) on contracts, task orders, purchase orders, and cooperative agreements.
The
ideal candidate
for this position has experience in marketing and communications and in program management and analysis. Experience as a Contracting Officer’s Representative (COR) and/or a working knowledge of FHWA’s Research, Development, and Technology programs and/or marketing and communications activities is a plus.
