The Accountant III/Accountant, Senior is responsible for performing a broad scope of professional accounting activities requiring the knowledge and application of professional accounting principles and practices. The incumbent is responsible for independently performing a wide range of detailed and complex accounting and advisory functions pertaining to assigned accounts or divisions. The incumbent ensures daily accounting operations are carried out in accordance with established accounting principles, court-wide directives, policies and objectives. This is a classified position that reports to the Accounting Manager at Superior Court or the Deputy Finance Director at Juvenile Court. This position performs duties independently under general direction and may provide work direction to other finance division employees, such as accountant and accounting specialists. Examines accounting source documents and account entries for conformance with standard accounting principles, court-wide procedural directives and guidelines. Reviews and authorizes invoices for payment through the county's automated financial system. Maintains reconciliation ledgers, prepares detailed cost accounting information, researches and analyzes account status, reconciles funds and accounts with funding entities and prepares journal entries when appropriate. Reviews and analyzes revenue and expenditure trends and based on results, develops and submits monthly financial forecasts to funding agencies. Coordinates grant funded accounts administration with division and program management. Accounts for the processing of financial transactions for grant funds, contracts and special project billings, and monitors expenditures for compliance with funding agreements and operating budgets. Summarizes, reconciles, and cross-references accounting records maintained for funding agencies. Prepares financial statements, reports, and invoices for submission to federal, state and other funding agencies. Develops various accounting schedules, financial statements, and specialized reports for management. Compiles and analyzes financial data, and performs statistical analyzes for various court funds. Provides leadership in the finance division related to organizing work, meeting deadlines, work quality and delivery, on the job training opportunities, and addressing ad-hoc issues as they arise. Provides training and evaluation input for finance support personnel. Develops internal procedures for improving the accuracy and quality of accounting internal controls. Develops internal schedules, reports, statistical data and supporting documentation used in compiling the annual financial reports of the court. Develops annual county, state and grant budgets by evaluating the prior year's budget, identifying variances and preparing justifications for the variances. Participates in internal audits and audits from external sources by responding to auditors' questions related to accounting data, departmental accounting policies, operations and procedures. Prepares and maintains internal audit documentation and reports reflecting findings and recommendations. Performs procedural maintenance on the automated accounting system. Ensures compliance with the Administrative Office of the Court's Minimum Accounting Standards. Ensures financial records are maintained in compliance with the Administrative Office of the Court's financial retention schedule. Minimum Qualifications: A Bachelor's degree in accounting, finance or a related field with accounting coursework and four years of professional level accounting experience. OR any equivalent combination of experience, training and/or education as approved by the Director, Finance and Human Resources. LICENSES AND CERTIFICATES: Must have a valid Arizona Driver's License at time of appointment.
