Summary Provides technical assistance in monitoring the annual and special reporting processes within the Packers and Stockyards Division. This includes carrying out supervisory and related administrative responsibilities over all the immediate staff and coordinating various support work in financial reporting systems, regulatory compliance, correspondence, documentation, records review, and forms processing. Provides technical guidance to management, staff, registrants, packers, banks, and others. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provide technical and administrative supervision to the Financial Reports Assistants. Review work and appraise employee results related to the Division objectives, ensuring the timely performance of satisfactory work efforts, and review work for soundness, adequacy, and value. Evaluate resource needs, identify staffing needs for assigned projects and workloads, and oversee resource utilization to meet deadlines. Resolve informal employee complaints and refer more complex issues to the Regional Director (RD). Utilize financial and accounting/auditing experience to develop annual and special reporting processes and ensure that subordinates understand and apply these processes effectively. Identify business operation changes, set financial instrument levels, identify financial violations, and firms at risk for financial failure or possibly providing false information. Work with Regional Office supervisors to locate and resolve problems in the accounting system. Monitor the status of annual or special reports that are delinquent by using traceable delivery and the Packers and Stockyards Automation System (PAS) tracking tool. Participate in daily functions such as receiving daily mail and date stamping reports, checking the daily status of completed, returned, tracked annual, and special reports, and directing calls. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-09 Level: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Experience with financial and procurement documents and data, such as balance sheets, income statements, and custodial account balances - Experience with compilation of reporting information for briefing upper management on the status of annual reports - Utilizing financial and accounting/auditing experience to develop annual and special reporting processes and ensure subordinates understand and apply them effectively - Reviewing unusual or controversial reporting situations identified by subordinates and working with auditor to resolve issue. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in accounting, animal science, agricultural business, agricultural economics, food processing, commerce, transportation, marketing, or closely related field. OR LL.M., if related For the GS-11 Level: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Experience in financial or trade practices in livestock, meat or poultry industries. - Experience with the reporting aspects and requirements of the Packers and Stockyards Act. - Identifying reporting issues and conducting technical research. - Working independently and resolving issues with little supervision. OR Ph.D. or equivalent doctoral degree in accounting, animal science, agricultural business, agricultural economics, food processing, commerce, transportation, marketing, or closely related field. OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. Equivalent combinations of education and experience are qualifying for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
