Position Description:

The Mitigation Specialist functionally reports directly to the Nevada Gold Mines Manager for Biodiversity and Rangelands. Primary responsibilities are for the coordination of off-site mitigation needs beyond the CCS and BEA. Responsibilities would include the management of projects and workload associated with required mitigation from mining permitting projects that are beyond the mine boundary fence. The expected workload would include projects such as habitat mitigation work (mule deer, Lahontan cutthroat trout, bats, golden eagles, frogs, etc), AML closure work, coordination with agencies on project design, assistance with the development of CAPEX and OPEX budgeting items and environmental and fiscal reporting. The Mitigation Specialist communicates and coordinates with NGM permitting personnel, site-based project managers, environmental managers, contracting personnel, ranch staff, site operations and environmental personnel, and outside consultants.

Responsibilities:
  • Ability to demonstrate a strong commitment to safety, environment, community, and the ability to work safely.
  • Directly manages all aspects of mitigation projects that occur outside the mine boundary fences.
  • Works with the Manager of Biodiversity and Rangelands, and Environmental Permitting Manager on coordination with BLM and Other agencies for mitigation projects.
  • Works with Manager of Biodiversity and Rangelands on balancing mitigation projects with ranching operations on both operated and leased ranches.
  • Responsible for managing project budgets with respect to mitigation projects.
  • Works with Manager of Biodiversity and Environmental Permitting Manager, on budgeting and contracting needs.
  • Role will perform tasks and work on analysis of both the Biodiversity and Permitting programs.
  • Responsible for setting, tracking and delivering on Mitigation project deliverables.
  • Responsible for managing contractors and NGM staff in the design and implementation of Mitigation workload.
  • Responsible for contractor scheduling and oversight for Mitigation projects.
  • Candidate will prepare memos and presentation material for projects.
  • Independently prepare budgets (OPEX and CAPEX) for Mitigation project needs.
  • Directly work with regulators (NDOW, USFWS, BLM, etc) to negotiate acceptable mitigation requirements for projects.
  • Work with site-based project managers to set up and fund In-lieu Fee projects when required for mitigation.
  • Prepare scopes of work and requests for proposals for internal and third-party contributors.
  • Assists with the preparation of AFE's and develop contracts for Mitigation related projects.
  • Prepare technical and permitting documents as necessary.
  • Assist with any permitting needs for off-site mitigation projects.
  • Review technical reports, engineering designs and associated submittals to ensure consistency, quality and alignment with overall company and project standard and objectives.
  • Proactively anticipate issues and solves problems in the context of mitigation or permitting requirements.
  • Works closely with site-based personnel to coordinate budgets and staffing needs.
Qualifications:

To be considered for this job, applicants must meet these basic requirements:
  • Five or more years of experience in rangeland ecology, restoration ecology or closely related fields; required
  • Bachelor of Science degree in one of the above fields; required.
  • Sound understanding and experience in project management; preferred.
  • Demonstrated ability to develop and maintain long-term relationships with internal staff, regulators, and other stakeholders (both internal and external); required.
  • Excellent written and oral communication skills; required.
  • Computer skills and organizational skills; required
  • Ability to work independently and as part of a fast-moving team; required.
  • Ability to travel routinely between multiple ranch and mine sites; required
  • Ability to operate off-road vehicles; required.
  • Valid Nevada driver's license; required.
  • Ability to be self motivated & able to work alone in remote locations; required.
  • Ability to work in all climate conditions including high allergy conditions; required.
