Tetra Tech AMT is looking for a Senior Business Process Specialist to provide IT application programming support for OTSP Division of Directly Collected Periodic Surveys (DCPS) in support of Office of Compensation and Working Conditions (OCWC). This position requires a good understanding of Unix/Linux environment. The Contractor shall also support system and acceptance testing of the SAS applications with federal Staff.

Primary job duties and responsibilities may include, but are not limited to the following:

Possessing knowledge and experience with Visual Basic Macros and intermediate to expert proficiency in Microsoft Excel, including pivot tables, and Microsoft Project. Serves as a Subject Matter Expert (SME) in the area of IT Capital Planning and/or budget formulation, planning, and execution. Conducts business process requirements analyses, leads the documentation activities, and assists senior federal staff in implementing policies. Serves as a SME in the development of IT budget formulation, implements budget activities, and conducts high level financial analyses and presentations. Conducts high level program and project analysis on IT strategic initiatives and develops performance metrics. Tracks milestones and performs high level analyses and presentations for project management activities using Earned Value Management (EVM). Analyzes, develops, and implements agency Enterprise Architecture standards and activities. Investigates new methods and contributes to new approaches and advancements in the specific field or teaching. Mentors or leads discovery efforts in field advancement, experimentation, prototype development, or proof of concept activities. The successful candidate will have:

At least six years of experience in research, analysis, technical writing, and creating reports and executive summaries on business processes, strategic initiatives, or IT projects At least five years of experience in conducting requirements analysis with stakeholders, partners, or user groups At least five years of experience in basic project management including the use of performance measurements and metrics to effectively gauge the status of a project or business process At least seven years of experience in tracking financial expenditures, preparing budget reports, and conducting high level financial analyses and presentations At least five years of experience in the use of performance measures and metrics to effectively track and conduct project management using Earned Value Management At least five years of experience in: developing strategies for enterprise-wide methodologies, tools, or systems; conducting program and technology impact assessments and analyses; or assisting in the implementation of Enterprise Architecture within government or the private sector At least five years of experience with IT Capital Planning requirements and conducting substantive research doing independent analysis, preparing reports, executive summaries, and presentations on business processes, strategic initiatives, or IT projects At least three years of experience in operational planning or design, and the development and implementation of systems, surveys, analyses, and other completed products or releases At least three years of experience as a SME serving as technical expert or resource to team management or organization on matters of technology (current or emerging), modeling, approaches, methods, process, planning, best practices, or lessons learned
