Manages staff that assists in data collection, technical evaluations, and oversight of use of the City’s public right-of-way. Assists in the review and oversight of city capital projects, private development/utility capital projects, and transportation planning initiatives.

The following are essential duties for this position, performed with or without reasonable accommodation: Essential (primary) Oversees the investigation of traffic inquiries generated by City Departments, external stakeholders, and the public on matters related to transportation and capital projects. This includes response to traffic inquiries, traffic calming requests, signal timing and operation, and identification of work order opportunities (e.g., signing and striping) to enhance the operation and safety of existing facilities. Serve as the Engineering Department’s voting representative on the City’s Traffic Commission. Attends other meetings as needed (e.g., Bicycle and Pedestrian Safety Commission, Board of Public Works,

City Council, MPO committees, etc.) to discuss transportation initiatives. Responsible for overseeing changes to and optimization of the City’s traffic signal system. Manage consultant contracts relating to planning, design, and implementation of a ‘smart signal system’ and any signal retiming evaluations. Serve as the Engineering Department primary contact for the development of and activation of a safety action plan. Utilize data (e.g., crash reports), research, and best practices to proactively and equitably pursue low cost easy to implement transportation infrastructure enhancements in addition to more costly improvements that may require capital project prioritization. Manages the Engineering Technician, Transportation Technician, and Engineering Field Specialist positions within the Engineering Department. Provide staff technical guidance and oversight on data collection, investigation, and right of way use permitting work. Serve as the Engineering Department’s primary conduit between the Engineering Department and the Public Works Department’s Traffic Operation Division. Provides technical support and guidance to Planning & Transportation Department staff through site plan and grading permit review and approval of private development projects.

Provides technical support and review of project identification and prioritization, design plan review, and construction of city capital projects. Serve as the primary Engineering Department representative for select Planning & Transportation Department long range planning efforts (e.g., area or corridor studies). Reviews traffic studies, models, and other transportation forecast reports. Takes all reasonable steps to maintain a safe work environment. Non-Essential (secondary) Assists in addressing citizen/neighborhood requests for traffic calming by providing engineering analysis and presentations to applicable boards, committees, and/or commissions. Manages consultant service contracts for the design of transportation projects. Reviews engineering plans prepared by consultants and assists in coordinating input from City departments and project stakeholders. Assist in the documentation and enhancement of standard processes, standard drawings, and specifications. Assists with project identification and cost estimates for the City’s Capital Improvement Program and the MPO’s Transportation Improvement Program. Assist in the development, presentation, and pursuit of City Code and policy updates. Performs related duties as assigned. Minimum knowledge equivalent to a Bachelor’s Degree in Civil Engineering or related field. A registered professional engineer who has practiced traffic engineering for at least one year; or a certificate of engineer-in-training and have practiced traffic engineering for at least two years; or have practiced traffic engineering for at least ten years. If not licensed in the State of Indiana, the ability to be licensed in the State within six months of being hired. Certification as a Professional Traffic Operations Engineer is preferred. Experience in public service and staff supervision is preferred. Knowledge and ability to utilize accepted transportation engineering and planning principles and practices. Understanding and experience in the utilization of traffic analysis and simulation programs and ability to utilize AutoCAD with Civil Engineering applications for project design. Familiarity with intelligent transportation systems, traffic signal operation and equipment, and work zone traffic safety is preferred. Related certifications through the International Municipal Signals Association (I.M.S.A.) or the ability to receive such certifications within one year is desired. Indiana Department of Transportation (INDOT) Employee in Responsible Charge (ERC) certification or the ability to receive such certification within one year. Ability to effectively manage projects and consultants/contractors. Ability to maintain accurate records and prepare factual reports. Ability to utilize Microsoft Word, Excel, PowerPoint, Access, Adobe Creative Suite, and GIS software. Experience with asset management software is beneficial. Difficulty of Work Most work is performed in a modern office environment, though regular field work is required in various weather conditions and is exposed to normal hazards associated with traffic and construction projects. Incumbent attends occasional evening meetings.

Personal Work Relationships Incumbent maintains frequent contact and communicates with department staff, local, state, and federal agency representatives, community leaders, members of various Boards of Directors, and the general public during varied situations and circumstances, often requiring extensive communication skills to gain cooperation in the face of differences of opinion. #J-18808-Ljbffr
