JOB SUMMARY STATEMENT:

Provides engineering technical support; performs traffic engineering studies required for in-house design projects. Reviews engineering-related documents and interacts with other city departments and outside agencies. Reviews development plans and city projects; serves as a liaison on many internal and external committees, and provides excellent customer service to internal and external clients.

DUTIES AND RESPONSIBILITIES:

Review commercial, residential, subdivision, and construction/engineering plans for compliance with City’s codes and ordinances. Check water lines, sanitary sewer and storm sewer, etc. Reviews stormwater reports and traffic reports. Provide review comments to developer/engineer and review and approve final construction plans.

Review streets, water, sanitary, stormwater detention facility, and water quality plans.

Assist in reviewing floodplain information and floodplain permits, and reviews flood studies with respect to the use of sound engineering and survey principles.

Inspect and review “as-built” stormwater detention basins for compliance with stormwater reports. Inspect new fences built on drainage easements for stormwater runoff conflicts. Inspect and approve new driveways in existing houses and buildings. Review for traffic safety and compliance with codes.

Update and submit MS4 Annual Report to DNR for City stormwater permit. Update stormwater plan and submit to DNR.

Answer engineer/developer questions concerning water, sanitary, stormwater runoff, erosion control, stormwater reports, traffic reports, etc.

Produce designs to improve safety and/or capacity of the street system; utilize computer models in analyses of existing and proposed traffic conditions.

Analyze proposed development plans and construction plans for adherence to traffic engineering principles; determine adequacy of traffic channelization for construction.

Assist to prepare layouts and details for project plans, forms, proposals, and miscellaneous drawings.

Assist in the administration of construction contracts. Assistance with or may be responsible for bid evaluation, preconstruction meetings, pay estimate processing, and change order processing; assist to prepare contract specifications using engineering and technical information provided and conduct project inspections.

May act as an inspector on any city project including new subdivision work and commercial developments. Confers with developers, contractors, suppliers, and utility companies on specific projects and makes recommendations.

Act as liaison with agencies regarding engineering matters.

May serve on the following committees and/or assist with various meetings such as Planning Commission, Board of Adjustment, Downtown Review Board; Pre-Application Meetings, Plan or Project Review, Jackson County Stormwater Commission, and West Bank Sni-A-Bar Creek Watershed Consortium. Some of these committees/meetings occur in the evenings.

Education and Special License(s)/Certifications:

Bachelor’s degree in Civil Engineering or related field required.

Must have or be able to obtain a Missouri Professional Engineers License within 90 days of hire.

Experience:

Minimum of five to seven years in a related field required.

Skills & Competencies:

Skill in operating engineering technology (AutoCad, GIS, traffic, sewer and water modeling software) and equipment and general drafting skills.

Knowledge of general construction methods and surveying.

Knowledge of engineering mathematics.

Must be familiar with the latest edition of the

Manual of Uniform Traffic Control Devices

and

Institute of Traffic Engineers

procedures for performing traffic studies.

Ability to understand engineering terminology and communicate effectively.

Physical Requirements:

Must be able to sit for prolonged periods.

Listen to normal conversation.

Walk occasionally, and use hands and fingers to operate, handle, or feel objects, tools, or controls.

Reach with hands and arms.

Have vision sufficient to see close up and have the ability to adjust focus.

Occasionally lift up to 50 pounds and transport it 15 feet.

Supervisory Responsibility:

Provides periodic supervision of assigned professional, technical, clerical, and volunteer staff.
