Due to the nature of work performed within our facilities, U.S. citizenship is required. Responsibilities for this Position GDMS is actively seeking an Deputy Program Manager (DPM) for the Production and delivery of Electronic Assemblies for a highly advanced radar system for the United States Navy. This is a large, high visibility DoD Program; presently in the Limited Rate Initial Production (LRIP) phase, but transitioning to Full Rate Production via an upcoming competitive proposal process.

Production efforts are currently performed internally at GDMS facilities as well as via subcontracts to other Electronic Assembly suppliers; with GDMS (and the DPM) responsible for the deliveries of both internal and outsourced work.

In addition to the above-listed required skills, an understanding of modern electronic manufacturing processes, is beneficial in order to represent the activities on this program to both the prime contractor and the Navy customer personnel.

The candidate must either currently possess a US security clearance of (at least) the Secret level or be willing and able to apply for one and live within the required conditions to maintain it.

REPRESENTATIVE DUTIES AND TASKS: Develops & implements product strategies and roadmaps for a specific target product Uses proposal plans and strategies to develop, define, and implement cohesive, integrated program, subcontractor, and material plans that achieve overall current and long term objectives of the program, business unit, and division Develops WBS and WBS dictionary as baseline for scope definition and effective integrated cost/schedule management of the project Authorizes the work , organizes interdepartmental activities and manages/tracks work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules Conducts reviews to drill down into issues on products/projects, identify risks, develop corrective actions, and communicate issues, impacts and corrective actions to project teams Works with the engineering and operations team to ensure appropriate alignment of resources to attain product/project goals Forecasts product/project completion as required based on performance trends Supports customers on technical questions regarding the project/product(s) Leads team to identify and quantify risks and opportunities; leads risk mitigation / opportunity capture activities Balances product/project plans, risks, and opportunities with executable strategies to meet technical requirements and budgets Identifies scope changes and develops product/project positions for equitable cost and schedule adjustments Responsible for the profit and loss of products/projects Develops and executes proposal plans and strategies Develops customer relationships and develops new business within the market/project Develops negotiation plans Leads customer negotiations for products/projects KNOWLEDGE SKILLS AND ABILITIES: Knowledge of products and technologies including current and potential applications Knowledgeable in Program-based Financial Management; to include development of Comprehensive Estimates at Completion (EACs), and development and ongoing maintenance of the Risk and Opportunity register. Highly proficient knowledge of work estimating, allocation, scheduling, and authorization Ability to use proposal plans and strategies to implement executable, cohesive program plans Ability to develop and implement a product-oriented WBS and WBS Dictionary Highly proficient understanding of basic philosophy of program schedules, risk areas, slack time, and critical path Highly proficient ability to generate cohesive project plans Highly proficient ability to track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules Highly proficient ability to identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends Highly proficient ability to understand and analyze project financial data Ability to evaluate quality of work product to ensure satisfaction of customer requirements Highly proficient understanding of the fundamentals of risk and opportunity management and ability to apply them to projects Highly proficient ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives Ability to communicate clearly, both written and verbal Ability to make sound, proactive decisions Ability to develop and execute proposal plans and strategies Highly proficient understanding of value propositions and ability to make effective trades within project trade spaces Skilled in the development and implementation of product/project strategy and tactics Highly proficient in MS Project, Excel, Word, PowerPoint May be required to travel Critical for this Deputy Production Program Manager role:

The ability to work in conjunction with the Production Program Manager, Program Manager of Operations, and functional leads to manage the costs, schedule and risks for the successful delivery of the GDMS hardware for the radar system. Strong relationship management skills.

The ability to support business proposal development.

Being Customer service driven and able to ensure that commitments to customers are communicated, understood, and completed. Strong communication skills including presentations, one-on-one and groups.

The ability to participate in the development of proposals, and support negotiation of business agreements.

The ability to develop relationships necessary to better understand the customer’s needs and decision-making processes. The ability to convey the company’s interests to the customer and the customer’s requirements to company management.
