If youre a champion of best practices in all things privacy and access to information, this is a great opportunity to join Niagara Healths Risk Management Department at the St. Catharines Site and play a key role with organization-wide impact.
Reporting to Legal Counsel, you will be primarily responsible for ensuring that Niagara Health (NH) is compliant with Ontarios Personal Health Information Protection Act (PHIPA) and its Freedom of Information and Protection of Privacy Act (FIPPA), and for establishing and promoting best practices throughout the organization regarding privacy and access to information. Another key aspect of your role will involve developing and delivering privacy training programs and tools for Niagara Healths PHIPA agents.
Expected to act as an expert resource on privacy and freedom of information (FOI) matters, you must be knowledgeable regarding health privacy principles, PHIPA, more specifically, access to information legislation, FIPPA (ideally) and/or the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), and the expectations of the Information and Privacy Commissioner of Ontario (IPC). As the successful candidate, you will establish, maintain and revise relevant NH privacy/FOI policies, practices and protocols, and liaise with the IPC. More specifically, as an FOI Privacy Specialist, you will:
Ensure that NH is compliant with all applicable privacy and FOI legislation.
Promote awareness of privacy and FOI programs and services to internal and external stakeholders.
Develop and oversee process for addressing privacy complaints and inquiries.
Investigate privacy breaches and incidents and recommend corrective action.
Develop and maintain statistical framework for tracking all access and privacy requests and prepare annual privacy and freedom of information reports.
Manage, coordinate and conduct privacy auditing and monitoring activities.
Manage and contribute to the development and administration of NH privacy and FOI framework, policies and procedures.
Act as a subject matter expert to NH management for organizational projects and conduct privacy impact assessments, as required.
Assess program-wide and institution-wide issues that need to be modified in light of changes to legislation or regulation, IPC orders and/or guidance documents.
Process all FOI and complex privacy access requests and ensure all requests are responded to within legislative timelines.
Conduct contract review for privacy and FOI related clauses.
NOTE:

NH is in the process of implementing a new health information system and, depending on internal resources, you may be required to devote a significant proportion of your time to this project.
To join our dynamic team as an FOI Privacy Specialist, you must be an experienced, flexible and self-directed professional and critical thinker with a knowledge base and skill set that include:
A university degree in business, law, health administration or information/records management, preferred, or a combination of education and professional experience.
A minimum of 3-5 years related experience in the privacy/FOI field.
Awareness of, and demonstrated interest in, privacy and access policy, trends and legislative reform.
Privacy Certification from a recognized association for privacy and freedom of information professionals (IAPP Canadian Certification (CIPP/C), preferred.
Certified in Health Information Management. preferred.
Hospital or healthcare experience. preferred.
Evidence of effective customer service, relationship management, organizational, interpersonal, communication (both verbal and written), leadership, collaboration, judgment, critical thinking and decision-making skills.
Tact and diplomacy.
Ability to work effectively within a multi-disciplinary team with representatives from all levels of the organization.
Flexibility, self-motivation and ability to work effectively with minimal supervision.
Ability to maintain consistent, regular attendance.
ASSET:
Experience with health research and quality improvement initiatives.
