Non-exempt; full-time; 40 hours per week; Monday – Friday; 7:30 a.m. – 4:30 p.m.; full-benefits; grant-funded
This position will support employment and training programs for un/underemployed young adults, adults and dislocated workers served in authorized programs.
The position supports workforce development and pre-employment programs led by the Frederick County Workforce Services Manager.
Supervision is received from a Workforce Services Manager.

TOTAL COMPENSATION PACKAGE:

11 days of Vacation leave with increase after 2 years of employment

Assist in creating new programs, training cohorts designed to meet Workforce Development Board and department goals
Maintain participant files, including applications, grant eligibility documentation and initial assessments
Input data, notes and services in database
Assist in developing a strategic outreach plan, and coordinate and conduct information sessions and outreach events to promote employment and training services
Support development of paid work experiences/internships, skills workshops, and other
employment and training services
Conduct intake and initial assessments of service needs; provide assistance to customers in accessing programs and services; assess eligibility; provide appropriate referrals to programs and services as a result of intake assessment
Coordinate and/or administer basic skills assessments to determine an individuals' ability to read, comprehend English language, understand basic math principles, basic computer and tech skills, and other life skills (time management, communication skills)
Assist with data collection and documentation of services using state case management program
Perform other related duties as required

High school graduation or the equivalency
Minimum 3 years of work experience with human services, education, or career development programs which includes 2 years administrative or program support work experience
Intermediate skills in the use of MS Office Suite
NOTE: A combination of additional education and/or work experience may be considered towards the overall requirements of this position.
KNOWLEDGE, SKILLS AND ABILITIES:
Interviewing and assessment skills, with the ability to effectively identify needs
Basic knowledge of assessing individuals to determine service needs
Knowledge of local program and community resources , especially those available to adults and dislocated workers
Working knowledge of applicable Federal, State and local laws, regulations and policies governing the development and implementation of workforce development/employment and training programs
Ability to effectively prioritize tasks, individual participant needs, and meet deadlines
Ability to work with sensitive and confidential information
Ability to be flexible and adapt to program changes and priorities of County, State and Federal entities involved in administering and the oversight of local workforce programs
Ability to effectively access and utilize computerized systems and equipment (e.g. word processing, spreadsheet, database management, publications, clip art, etc.)
Ability to present program information and/or outcomes in professional reports
Ability to effectively use email system, data management and other technology applications
Ability to develop and maintain effective working relationships with diverse populations, public officials, program administrators and co-workers
Strong and effective spoken and written (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
Associate's degree in Social Sciences, Psychology, Education or related field
Additional education, training, or certifications related to career and/or workforce development
2 years' work experience in working with individuals in employment and/or training programs
Secondary language skills, including ASL and/or Spanish language skills
Work experience in career development or career advising
Experience using job coaching principles or instructing others
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
While working in this position, the employee is required to constantly sit and occasionally reach and perform repetitive motions
While working in this position, the employee is required to constantly work indoors
Ability to provide own transportation as needed for meeting and other commitments
Available for some varied work hours to accommodate meetings or other commitments
