Job Summary:

Responsible for the financial tracking and accounting of government funded grants and contracts and will assist with other large grants financial reporting components; manages training of grant and contract requirements, deadlines, including technical oversight and compliance. Provides training assistance to staff preparing for new government funded grants/contracts; assists in or directly reporting on existing agreements, processes amendments and oversees invoicing and audit preparation.

Essential Functions:

Assists in ensuring compliance with both prescribed government standards and agreement specifics; works with Corps Office Operations Specialist & NTXAC Grant Writers/Program Staff to ensure appropriate compliance standards.

Tracks all federally funded grants, contracts, and other large grants, in accounting software system and produces reports, as needed; maintains contract and grant tracking filing systems as well as continued development of system.

Maintains a master grant calendar for government funded grants and larger grants, including working with the Grants Manager to track RFP awards and reporting deadlines.

Performs internal audit functions to ensure compliance with The Salvation Army's organizational policy and procedures and assists with external audits.

Trains and assists field staff in the Corps; provides financial data for the preparation of contractual reports and documents; trains and assists staff in the request of reimbursements for Corps and Service Centers.

Collaborates with the Social Services Manager, Grants Manager and Assistant Finance Manager in updating Divisional contracts database.

Provides assistance and guidance with government funded grant related issues, including budget revisions and variance analysis comparing budgets to actuals.

Provides administrative oversight of grant funding budgets by monitoring and reconciling expenditures and initiating corrections as required.

Develops and maintains federally funded grants and contract financial compliance standard operating procedures for the organization, including implementation and monitoring.

Assists in the preparation of the annual operating budget as it pertains to grant funded program budgets.

Performs other related work as required.

Knowledge of The Salvation Army mission, philosophy, culture, protocol and organizational structure.

Ability to present a positive and professional image of The Salvation Army.

Knowledge of Excel and MSOffice software applications.

Ability to pay attention to detail and ensure compliance with complex reporting and agreement specifics.

Ability to plan, organize and prioritize work in order to accomplish work in compliance with quality standards and deadlines while working with stressful situations.

Knowledge of commonly-used concepts, practices, and procedures pertaining to federal grants and contracts.

Knowledge of Great Plains financial software or similar.

Knowledge of accounts receivable, accounts payable and knowledge of general accepted accounting principles.

Knowledge of social service resources in the community.

Ability to meet attendance requirements.

Ability to read, write and communicate the English language effectively.

Ability to travel to various locations in order to participate in audits, meetings, etc.

Ability to drive a Salvation Army vehicle or personal vehicle safely, in traveling to field locations.

Ability to read and speak the English language sufficiently to converse with the general

public, to understand highway traffic signs and signals in the English language, to respond

to official inquiries, and to make entries on reports and records.

Ability and willingness to perform all duties with an understanding of the mission, ministry, philosophy, culture and protocol of The Salvation Army and conducts all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

MINIMUM QUALIFICATION REQUIRED:

Education and Experience:

Bachelor's Degree in Accounting or similar,

and

Three years clerical accounting accompanied by experience working in a religious/charitable organization, government agency, or school district.

or

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities.

Certifications:

Valid State Drivers License

Physical Requirements/Working Conditions:

Work is normally performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. This position is in part a field position that will require local travel to various centers of operation.

Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less then 25 lbs.) 5-10% of work time.
