Summary:

The Contracting Section Chief will supervise a team of contract specialists and contracting/agreements officers and provide contracting expertise for AFWERX. They are responsible for supervising and mentoring personnel by guiding and ensuring their overall professional development. They will interact with various stakeholders internal and external to AFWERX to provide contracting expertise. This includes providing guidance on Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) related matters. Responsibilities also include participation in pre-award activities; determining proper authorities under the law; selecting sources; pricing; negotiating and writing contracts and agreements.

Position Duties include, but are not limited to, the following:
  • Ensures contract management work complies with legal and regulatory requirements and meet customer needs
  • Plans, organizes, directs, coordinates and controls office resources and develops goals and objectives for the section
  • Establishes policies and procedures for efficient and successful accomplishment of the guidance and control of subordinate contracting activities
  • Provides supervisory personnel management responsibilities
  • Serves as a senior Contract Negotiator, acting as an official representative of the Air Force

Required Qualifications
  • Minimum of one year of specialized experience at a DO-01, NH-02, or GS-11 equivalent level position. Specialized experience must include one or more of the following areas: Soliciting, evaluating, negotiating, and awarding contracts; Analyzing and evaluating cost/price proposals and accounting systems; Planning, establishing, or reviewing contracts, programs, policies, or procedures; Developing acquisition strategies and directing or managing procurements
  • Must meet the for the 1102 occupational series defined in Title 10: 10 USC 1724: Contracting positions: qualification requirements (house.gov)
  • U.S. Citizenship
  • Males must be registered for Selective Service, see www.sss.gov
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position
  • This position may require travel
  • Bachelor's degree from an accredited institution
  • This is an APDP position requiring Level/Tier 1 (Foundational) Non-Critical certification in Contracting (C). This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) and/or Contracting Professional Certification requirements applicable to the duties of the position.
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report and will be required to attend annual ethics and procurement integrity training
