Position Location: Marion City Hall, 233 W. Center St., Marion, OH

This is a full-time non-exempt position with a starting pay rate of $19.67/hour. Hourly rate will increase to $23.16/hour after 90 days, and $26.20/hour upon successful completion of a 15 month probation.

This position reports to the City Council President and is an appointed position.

SUMMARY: Responsible to City Council for independently performing accurate, timely, completion of all secretarial and clerical tasks associated with the legally mandated activities and duties of the legislative body. Responsible for development of work procedures, filing and indexing of all records, following all rules and regulations pertaining to the proper form of and procedures for notifications, publications, agendas, meeting dates, etc. Serves as Secretary for both the Marion City Planning Commission and the Board of Zoning Appeals. Must be proficient in Microsoft Office products, have excellent customer service skills, good problem solving skills, and be able to attend meetings after 5pm.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following and other duties as assigned:

  • Prepares and distributes calendar, agendas and proposed ordinances and resolutions for City Council and for council committee meetings.
  • Posts all meeting dates, giving timely notification in accordance with Sec. 121.22 ORC (Sunshine Law) and H.B. 111.
  • Attends and records proceedings of all City Council meetings; reads audibly each resolution and ordinance to be considered; signs as Attester for each Ordinance and Resolution passed by Council; obtains appropriate approval signatures; prepares and distributes final approved ordinances and resolutions.
  • Initiates timely publication of Ordinances, Resolutions and Notices in accordance with the law; Answers official correspondence.
  • Maintain the files and records of all actions taken by Council.
  • Initiates timely notification of vacancies of elected officials.
  • Prepare and certify transcript of all annexation proceedings.
  • Adhere to correct procedures pertaining to improvements, i.e., notice to property owners, publications and objection procedures.
  • File all applications for matters before the Marion City Planning Commission and the Board of Zoning Appeals.
  • Prepares agendas for City Planning and Zoning Appeals meetings; attends meetings and records proceedings; carries out procedures pertaining to zoning matters before City Council.
  • Compose, prepare and deliver required legal advertisements to news publications; prepare required legal filings and deliver to appropriate County Offices for further handling.
  • Collect fees for rezoning and alley/street vacation applications and photocopies for the public; follow receipting, recording and deposit procedures.
  • Prepare quarterly Purchase Orders for supplies and legal advertisements.
  • Prepare annual City Council and Clerk of Council budgets.
  • Update Codified Ordinance Book on periodic basis.
SUPERVISORY RESPONSIBILITIES:
As Secretary to the City Planning Commission and the Board of Zoning Appeals is responsible for supervision of all clerical activities pertaining thereto. There are no employee supervisory responsibilities.

Education and/or Experience - High School diploma or general education degree (GED) required; with business courses, Technical or Business School training in office practices, equipment, typing and short hand preferred. Language Skills - Ability to read, analyze, and interpret common technical journals, reports, and legal documents. Ability to respond to common inquiries or complaints from citizens, regulatory agencies and various officials. Ability to write articles for publication that conform to prescribed style and format; and effectively present information to Council, public groups, news agencies, city officials and others.

Mathematical Skills - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

Reasoning Ability - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills - To perform this job successfully, an individual should have knowledge of and proficient use of the Internet; Spreadsheet software and Word Processing software.

Certificates, Licenses, Registrations - Valid, unrestricted, Ohio Driver's License.

Other Skills and Abilities - Thorough knowledge of: office terminology, practices and procedures. Ability to: read audibly from text, enunciating clearly and concisely; work alone/with others and develop good rapport with associates; interpret somewhat complex ordinances, regulations and statutes; handle inquiries from officials and general public with tact and courtesy. Above average typing and computer skills are required.
