To plan, direct, manage and oversee the activities and operations of the Community Development Department; to provide highly responsible and complex administrative support to the City Manager, City Council and appointed public bodies; and to coordinate assigned activities with other City departments and outside agencies. SUPERVISION RECEIVED Receives general administrative direction from the City Manager. SUPERVISION EXERCISED Exercises direct supervision over Planner I, Building Official, Building Inspector(s), Code Enforcement, and Building Permit Technician. ESSENTIAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following: Management responsibility including administration of policies and procedures for the following Community Development Department services and activities: long range planning, current planning, development review, development services, code enforcement, building safety, economic development, and affordable housing. City liaison for Planning and Zoning, Housing, and the Administrative Hearing Officer. Develop and implement Community Development Department goals, objectives, policies, and priorities for each assigned service area. Plan, direct and coordinate, through subordinate level managers, the Community Development Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. Select, train, motivate and evaluate Community Development Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Oversee and participate in the development and administration of the Community Development Department budget; project funds needed for staffing, equipment, materials, and supplies by program; approve expenditures and implement budgetary adjustments as appropriate and necessary. Track workload metrics to analyze trends and recommend program enhancements or organizational efficiencies based on relevant data and best practices. Explain Community Development Department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. Represent the Community Development Department to other City departments, elected officials, city residents, and outside agencies; coordinate Community Development Department activities with those of other departments and outside agencies and organizations. Coordinate and provide staff assistance to the City Manager; participate on a variety of committees, and local and regional groups united for the resolution of common problems; prepare and present staff reports, recommendations and other necessary correspondence. Provide staff support as requested by the City Manager to City Council; and provide staff support to assigned commissions, boards and special committees. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community development and economic development and city management. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Encourage and facilitate environment for building team efforts and problem solving of work-related issues by employees. Attend Planning Commission Meetings and City Council Meetings to present and apprise City Officials of related various City programs, ordinances, resolutions, services, and activities involved with community and economic development of the City. Perform special projects as assigned by the City Manager. Perform related duties and respons bilities as required. JOB REQUIREMENTS 1. Formal Education/Knowledge * * a. Bachelors degree (Master's degree preferred) from an accredited college or university with major course work in urban planning, resource management and planning, public administration, or a closely related field; * * AND b. AICP Certification; AND c. At least Seven (7) years municipal government experience performing above or related duties; four (4) years of which must have been in a supervisory capacity. * * OR d. An equivalent combination of education and experience. * * 2. Knowledge, Skills & Abilities a. Operations, services, and activities of a comprehensive urban planning, economics, sociology, and community organization as applied to urban planning; relationships between various factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; research and statistical analysis and the evaluation of research data; land use, zoning; business and technical writing along with experience drafting ordinances and resolutions. b. Management skills to analyze programs, policies and operational needs. c. Principles and practices of program development and administration. d. Principles and practices of municipal budget preparation and administration. e. Principles and practices of risk management. f. Principles and practices of mediation and settlement. g. Principles and practices of both long range and current planning operations. h. Principles of supervision, training and performance evaluation. i. Pertinent Federal, State, and local laws, codes and regulations. j. Utah affordable housing programs implemented at the local level. k. Work in organized team efforts and assist in problem-solving work-related issues for continuous improvement in work efforts. l. Encourage and facilitate environment for building team efforts and problem solving of work-related issues by employees. m. Lead and direct the operations, services, and activities of a comprehensive community development program. n. Identify and respond to community and City Council issues, concerns, and needs. o. Plan, organize, direct and coordinate the work of lower-level staff. p. Select, supervise, train and evaluate staff. q. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. r. Develop and administer departmental goals, objectives, and procedures. s. Prepare clear and concise administrative and financial reports. t. Prepare and administer large and complex budgets. u. Research, analyze, and evaluate new service delivery methods and techniques. v. Interpret and apply Federal, State and local policies, laws and regulations. w. Communicate clearly and concisely, both orally and in writing. x. Establish and maintain effective working relationships with those contacted in the course of work. 3. Certifications and Other Requirements * * a. Must possess a valid Utah Driver's License. b. Computer skills required including Microsoft Office proficiency c. The incumbent shall work well under pressure, meet multiple and sometimes competing deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors. 4. Interpersonal/Human Relations Skills * * a. Incumbent must demonstrate the aptitude to properly handle hostile or emotionally disturbed persons.
