DESCRIPTION:

This position directly benefits the Warfighter by supporting the linking of Joint and Multi-Service Chemical, Biological, Radiological, and Nuclear Defense (CBRND) requirements to today's dynamic concepts of operation and participates in the support framework for the JRO-CBRND to develop Joint CBRND capability requirements. The CBRN Analyst (Mid-level): Concepts and Studies Analyst (Gaps) will identify, collect, organize, analyze, and monitor validated and potential Joint CBRN capability gaps.The analyst will assess both materiel and non-materiel program solutions and assess their ability to close validated gaps.

Primary duties will include (but not limited to):

  • Use analytic methods and mathematically-based procedures to enable leadership decisions in a constantly changing global environment. The Analyst will introduce quantitative analysis to the decision-making processes by developing and applying probability models, statistical inference, simulations, optimization and economics models.
  • Utilize operations research and/or system analysis tools, processes, and methodologies to assess and analyze capability gaps and align against planned solutions to determine effectiveness and track progress; provide analytical-based recommendations to guide decision-making.
  • Review, track, assess, and maintain the current list of validated CBRN capability gaps; coordinate across the JRO and the CBDP to analyze solutions and monitor progress to close gaps.
  • Coordinate, support, and advance other customer initiatives to promote CBRN Defense and CWMD capability efforts.
  • Provide support and inputs to Capability Based Assessments as required and provide material or non-materiel recommendations. Monitor these and other ongoing assessments to identify potential CBRN Defense capability gaps.
  • Develop and complete Joint Staff Action Packages (JSAPs) to accomplish tasks as required. Submit tasks with the current JS Task Management Tool.
  • Submit documents into the JS Knowledge Management/Decision Support (KMDS) system as required.
  • Develop and provide senior-level briefings as required.
  • Plan, coordinate, prepare for, and lead a variety of meetings and forums consisting of internal and external stakeholders, present information, lead discussions, present briefings, and capture action items and minutes. Meetings may be in-person, virtual, or blended.
  • Prepare regular reports, briefs, informational papers, and other similar products on various identified technical or programmatic issues.
  • KNOWLEDGE AND SKILLS:
  • Must have knowledge of current DoD policies, organization, processes, and doctrine; Joint Capability Integration and Development System (JCIDS); Joint Staff Action Package (JSAP) and current JSAP staffing Task Management Tool (TMT).
  • Must have excellent verbal and written communication skills. Comfortable briefing large, diverse and high-level audiences.
  • Highly effective using MS Office suite of tools, especially Excel and/or Access.
  • Operational Research Analyst Experience desired.
  • EDUCATION / EXPERIENCE:
  • 7-10 years of relevant technical area experience or more, normally equivalent to military O-4/W-3/GS-13 or above.
  • Previous Operational Research Analyst Experience desired.
  • Experience on Joint, OSD, CCMD and/or a Military Department staff is desired, preferably with experience in the CBRN Defense/CWMD area.
  • Minimum of an earned Bachelor's degree with a major relevant to the duties of the position. Advanced degree in associated discipline is desired


PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Normal working office environment.

TRAVEL REQUIREMENTS:25%.Could surge occasionally depending on customer requirements.
