Nature Of WorkThe employee in this class is responsible for developing and leading projects and programs related to long-range planning and community planning/design. Employee will often be the team lead on planning projects, code and plan amendments, coordination of various phases of the planning process, community engagement, and participation in analysis of municipal conditions/needs and development of plans.Employees must demonstrate experience of city and regional planning principles; planning and design concepts for the built environment, and long-term sustainable growth and development of modern cities. Considerable initiative and independent judgment are necessary to ensure that activities are completed in accordance with plan production requirements. Work is performed under direction and reviewed through conferences, reports submitted, and results obtained.Examples of DutiesAssists the Department Director in monitoring and guiding the orderly growth and redevelopment of the City. Supports & collaborates with planning leads in all City Departments through a matrix management team-building approach to pursue cross-functional goals and shared strategic objectives.Responsible for coordinating and tracking implementation of Comprehensive Plan policies. Coordinates municipal urban planning efforts with other governmental agencies; the development of sub-area plans, strategic plans, neighborhood/community plans, design charrettes, and other planning/design initiatives; identifies priorities and applies quantitative and qualitative assessments of strategies; develops and coordinates the implementation of strategic initiatives as assigned by Administration.Proposes, develops, and participates in public engagement initiatives to increase awareness and understanding of planning concepts and related topics in coordination with other Departments.Serves as liaison with other governmental officials, agencies, and neighborhood associations to coordinate citywide planning efforts.Develops documents, renderings, visualizations, and other graphics to convey complex topics and communicate design concepts to leadership, peers and general public. Coordinates development of presentations and public information materials.Promotes urban planning best practices, trends and techniques in multi-disciplinary planning for sustainability such as Smart Growth, New Urbanism, American Planning Association, American Institute of Certified Planners, and LEED Neighborhood Development.Participates in planning, directing, and overseeing the activities of departmental staff in: searching for, identifying and analyzing grant opportunities; providing technical assistance to departments in preparing grant proposals and coordinating the grants process through application, state and federal review, implementation and audit stages; maintaining a tracking status of all planning grant activities.Develops Requests for Proposals and Scopes of Work to accomplish assignments as needed and coordinates resource needs with leadership. Manages consultants and contractors as needed.Assists in developing and reporting on long-range planning performance metrics for use in monitoring the implementation of Comprehensive Plan elements, including but not limited to Land Use, Neighborhoods, Public Schools, Housing, Solid Waste, Water, Infrastructure & Mobility, Coastal Management, Environment & Open Space.Performs related work as required.Knowledge, Skills & AbilitiesKnowledge of: principles and practices of urban and regional planning; federal, state and municipal legislation impacting municipal planning efforts; grants acquisition and administration, and project management. The geographical layout, composition of the city. Principles and practices of: land use planning and zoning; real estate development and redevelopment; transportation planning, transit-oriented development, and walkability; urban design and from-based codes; effective supervisory and teambuilding techniques; procurement processes and development of requests for proposals; legal terminology and statutory requirements related to growth management; development of scopes of services; municipal functions and management procedures; methods and techniques of research, data compilation, analysis, and documentation.Ability to: plan, assign, oversee, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings and prepare and present technical reports; conduct analytical research and studies and draw sound conclusions; establish and maintain effective working relationships with city officials, directors, managers and employees, officials of other governmental organizations, representatives of public and private organizations, and the general public; interpret grant requirements and write effective grant proposals.Minimum QualificationsGraduation from an accredited college or university with a master's degree in urban planning, business or public administration or any closely related field with three (3) years progressively responsible experience in urban/regional planning, zoning and/or land development, real estate development, architecture/urban design; or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above. A Working knowledge of Oracle Advanced Benefits or a comparable system is preferred.Licenses or CertificationsPossession of a valid drivers' license required.Certification as an American Institute of Certified Planner (AICP) is preferred.ExaminationEvaluation of education and experience. Drug testing is included in all pre-employment processing.CommentsEmployees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed.
