The Senior Consultant - CDBG-DR position performs various assigned tasks related to providing support with client engagement, services, and projects in support of disaster recovery programs, such as US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery related disaster programs, and other department initiatives and strategies. This position may provide support to other Consulting service lines as needed. Qualifications: Bachelor's Degree is preferred. Degree in Business, Accounting, Finance, Public Administration, or related field is desired. Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP) certifications are preferred, but not required. Minimum 3 years of experience in the CDBG-DR program, and state, local and/or federal level disaster recovery programs is required. Prior advisory and/or consulting experience is preferred. Experience working on federally funded disaster related projects such as FEMA Public Assistance, FEMA Individual Assistance, CDBG-DR, FEMA's Hazard Mitigation Grant Program, or American Rescue Plan Act (ARPA) is preferred. Knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes, such as the Stafford Act, Title 2 of the Code of Federal Regulations (CFR) Section 200, 24 CFR 570, and post-award grant management activities and compliance requirements. Proven ability to provide excellent customer service. Maintains understanding of applicable CDBG-DR regulations and their evolution with each allocation. Must professionally and appropriately communicate with a diverse group of individuals. Must be able to demonstrate critical thinking skills. Must have excellent communication skills in business and technical environments. Strong writing and presentation skills required. Able to work in a dynamic, fast-paced, innovative, and continuously changing environment. Capacity for quickly understanding new concepts, workflows, and systems. Experience with the full grant lifecycle from pre-award, post-award through closeout on federally funded programs. Applicant intake and case work, including reviewing documentation for compliance with CDBG-DR and program policies, responding to applicant inquiries, and conducting Duplication of Benefits (DOB) reviews. Consult with grantees on financial, program, administrative, or policy matters. Evaluate grantee Action Plan Amendments to ensure proposed changes comply with the CDBG-DR regulations. Provide guidance to grantees on the proper application of Federal regulations and agency policies and processes. Help identify recovery-related assistance gaps/needs and provide recommendations to leverage current resources to increase program impact. Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas. Assists with client situations; identifies and interprets federal regulations and uses knowledge and experience to help determine method of project implementation. Assists with the implementation of and ensures adherence to proper workflow, processes, and procedures. Ensures engagements and special assignments are accomplished within the approved budget and on time. Manages team resources in an efficient and effective manner to meet productivity and realization goals, along with scheduling internal and external activities. Informs engagement Manager, Associate or Director of the status and other pertinent aspects of the engagement. Recommends new approaches, resource tools, deliverables, policies, and procedures to impact continual improvements in departmental efficiencies and services performed. Builds and maintains trusted and effective working relationships with a diverse group of team members, clients, managers, and subject matter experts. Maintains required CPE hours for Firm and applicable licensing standards. Other Duties: Provides courteous and prompt service to all internal and external parties.
