The Frederick County Division of Aging and Independence has been providing services and programs to older adults and their families for over 40 years.

POSITION DETAILS :
Non-exempt; full-time; 40 hours; Monday – Friday; 7:30 a.m. – 4:30 p.m.; full-benefits
This position oversees and supports the planning and organizing of the volunteer program and related community outreach programs for the Division of Aging and Independence.
The position is responsible for monitoring the activities of the volunteers and their interactions with the public and staff. This position will be active in the community and in the senior centers, providing educational and informative public speaking events. Supervision is given to volunteer personnel; supervision is received from the Division Director, Division of Aging and Independence or designee.

Create and support volunteer opportunities for all Division of Aging and Independence programs
Promote volunteering using innovative recruitment and publicity strategies
Develop, implement, coordinate and evaluate volunteer training programs and activities
Work with social, civic, and local organizations to develop partnerships, to use volunteers
programs and services and to increase volunteer pool
Recruit, screen, and train volunteers for volunteer opportunities that match their needs and interests with the needs of the Division
Educate the public about resources available to seniors and offer referrals to other agencies for assistance
Develop and administer guidelines, policies, and procedures for volunteers
Develop communication strategies and outreach efforts that target people for whom English is not their first language in an effort to recruit bilingual volunteers
Maintain and update volunteer directory; establish and manage volunteer schedule to ensure adequate program coverage
Provide on-going supervision, support, additional training, and recognition for volunteers; lead and instruct training programs for volunteers
Communicate with volunteers via email, quarterly newsletters, blogs, social media and mailings
Use social media platforms to communicate with volunteers, clients and public
Conduct orientation sessions, prepare informational packets and other materials for volunteer workers; maintain current records of all volunteers
Act as liaison, between Frederick County Division of Aging and Independence Volunteer program and other organized volunteers groups
Provide training and support for Division of Aging and Independence staff who use volunteers in their respective programs so they may effectively manage their volunteers
Compile statistics and prepare reports to meet federal, state and county reporting requirements
Participate in Division of Aging and Independence community outreach programs and events
Perform other related duties as required

Associate’s degree in a social science, liberal arts or related field
Minimum 2 years of work experience coordinating a human services program
Minimum 2 years of supervising or directing the work of others work experience (may include direct oversight of interns, volunteers, etc.)
Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Knowledge of issues affecting the older adults individuals with disabilities, caregiver and veterans, as well as community resources for addressing those needs
Ability to effectively organize and administer services, and coordinate with related service providers
Ability to effectively plan, direct and supervise the work of others
Ability to creatively solve problems and assist people with a variety of concerns on a daily basis
Ability to work with sensitive, personal information and maintain appropriate confidentiality
Ability to organize work, establish priorities and complete assigned duties with minimal supervision and instruction
Ability to comply with all Federal, State and County regulations and policies
Ability to effectively access and use computerized systems and equipment (word processing, spreadsheet, data management, etc.)
Strong math and record-keeping skills, including the ability to accurately compile and review fiscal and statistical information and create clear, concise reports
Ability to develop and maintain effective working relationships with co-workers, volunteers and staff members, related committees and agencies and the general public with a special sensitivity to the needs and priorities of older individuals
Strong and effective spoken and written (English) communication skills, including public speaking skills
PREFERENCE MAY BE GIVEN FOR:
Fluency in spoken and/or written Spanish or other non-English language
Experience as a volunteer coordinator for a public or non-profit employer
Experience creating and implementing volunteer programs and training
Experience working with a volunteer management database (i.e. Volgistics)
