POSITION SUMMARY:
Works under the direction of and in support of the Administration and HR Director (AHRD) in providing technical support and content area expertise primarily on recruitment and onboarding to the Administration & Human Resources Director in the administration, coordination and implementation of the Head Start Program Performance Standards specific to Program Design and Management and the 2007 Improving Head Start for School Readiness Act and other Federal regulations. Works collaboratively as an HR team with the AHRD and the Human Resources Administrative Assistant in the management of the human resources needs of Early Learning Essentials, ensuring the delivery of human resource services to all employees. Ensures services support the agency's school readiness plan and 5-year agency strategic goals.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Assists in implementing the goals and objectives of Head Start's Administration and Human Resources service area:

Possesses and applies general knowledge of human resources related policies, procedures, rules and regulations.
Performs human resource functions, as assigned by the Administration & Human Resources Director, for all or part of the following areas: recruiting and staffing logistics, organizational and workforce planning, performance management and improvement systems; organization development, employment and compliance to regulatory concerns and reporting, employee orientation, development, and training; policy development and documentation; employee relations; employee safety, welfare, wellness, and health, employee services and counseling, and on-boarding.
Coordinates projects or functions related to Human Resource activities or programs as assigned by the AHRD.
Assists in ensuring all Human Resources Management Head Start Performance Standards are being met.
Works at a level of responsibility which may require consultation with the AHRD, and the HR Specialist II in carrying out some assigned tasks.
Works independently in performing routine to moderately difficult tasks.
Post jobs on Applicant Pro and all other job boards the agency uses.
Attends job and internship fairs as assigned by the AHRD.
Reviews applications/resumes; evaluates applicant skills and makes recommendations regarding applicant's qualifications. Schedules interviews and prepares interview paperwork.
Designs and conducts new hire orientation sessions for new employees and regular volunteers which may include, but not limited to personnel policies, agency policies and procedures, laws, and federal standards to new and existing staff.
Recommends, develops, and maintains human resources electronic filing systems.
Develops and recommends operating policy and procedural improvements.
Performs specific research/investigation into operational issues, as requested.
Designs and provides annual training to employees.
Maintains employee files and records.
Responds to public inquiries on positions available in employment.
Tracks Food Handler certification, CPR requirements, driver's license and automobile insurance information, performance evaluations, and work permit validity.
Navigates, updates, creates, and runs reports from ChildPlus, as needed.
Assists the HR Administrative Assistant in updating the employee directory.
Assists in conducting exit interviews.

Assists the AHRD in operating the administrative and human resources service area within the allotted budgets.
Supports the AHRD in giving overall direction to the administration and human resources management areas of Early Learning Essentials.:
Performs recruitment by conducting job analysis, preparing recruitment announcements, performing data base searches, screening applicants, providing job-related test development and administration.
Performs job or position classification by conducting or reviewing job/position analyses, gathering organizational and other applicable information, and preparing job descriptions.
Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc. Ensures reporting compliance with federal and/or state laws, regulations and/or agency rules, standards and guidelines, etc. and that appropriate hiring procedures are followed.

Performs employee relations functions and works pro-actively with Administration & Human Resources Director to develop strategies for the resolution of human resource problems such as inappropriate employee behavior and special performance issues.

Maintains strict confidentiality of personnel matters.

Assists in the development and maintenance of automated communication and record-keeping systems:
Coordinates Email and key card set-up of new employees.

Tracks yearly performance evaluations, Individual Professional Development Plans. May assist with improvement plans and/or discipline as assigned by the Administration & Human Resources Director keeping strict confidentiality.
Prepares and/or processes documents. Reviews for accuracy and completeness; updates information and/or evaluate against policy; compares elements for consistency or logical relationships, etc. Researches and reviews information on human resource management and organization problems and formulates recommendations.
Processes background investigations and all pre-employment requisites for new hires:

Assists with recruitment and selection activities to ensure properly qualified candidates are recruited and hired and that credentials comply with those required by the Head Start Performance Standards and the 2007 Improving Head Start for School Readiness Act. Develops and conducts new employee orientation sessions to ensure the smooth and successful transition of new hires into the organization.
Works with the Classroom Quality Monitor and Mentor to verify educational credentials and/or class requirements of teaching staff.
Ensures new hires are approved by the Executive Director prior to the first day of employment.
Assures new hires receive a background check and are clear to work prior to the first day of employment.
Assures that all new staff and volunteers have required health screenings, examinations, and periodic check-ups.
Ensures all staff has a pictured ID badge.
Complete employer section of the I-9 form.
Check E-Verify system to obtain legal authorization status for employment in the United States. Verifies any work permit or visas.
Assists with new hire report to the Department of Workforce Services.

Coordinates with the Executive Director and the Administration & Human Resources Director in providing technical assistant and an organized training program for the agency during New Employee orientation, pre-service and/or in-service.

Schedules and ensures all new staff receive New Employee Orientation.
Schedules and ensures all new supervisors receive supervisor training
Under the direction of the AHRD assists in the program's annual professional development plan and tracks the annual professional development hours for staff.

May assist the HR Administrative Assistant on collecting and tracking the following:

Food handling certification, CPR requirements, Driver license and automobile insurance submissions.

Collaborates with other service areas to ensure seamless services to children and families and ensures we are staying true to our mission and vision. Attends and participates in staff and parent training sessions, as directed, i.e. pre-service, orientations, in-service training meetings and other agency activities as required.
Collaborates with service area Directors and coordinators to ensure all required training and teacher professional development back-up documentation is either filed or electronically kept in employees HR files.
Supports the achievement of in-kind goals by actively participating in the solicitation of in-kind services and donations to the Head Start program including, but not limited to, encouraging community members and organizational contacts to volunteer, provide donations of professional services, supplies, and anything else needed to support the Head Start program.
Performs office support functions such as preparing and/or processing documents; updating information and/or evaluating against policy; maintaining and/or creating files or record keeping systems.
Other job-related duties as assigned and/or as may be necessary to carry out the responsibilities of this position.

QUALIFICATIONS:
Must have a minimum of a AA degree in Business Administration, Human Resources, or a related field and one-year experience,

or,

a combination of college education and experience in a related field at the discretion of the agency. A Human Resources (PHR) certification is highly desirable.

KNOWLEDGE/SKILLS/ABILITIES:
Working knowledge of human service delivery systems and resources.
Strong technology and computer skills, including Microsoft Suites, and Google Docs.
Strong communication skills, both verbal and written.
Working knowledge of employment laws and other HR relevant regulations.
Ability to manage multiple tasks and to develop solutions to problems with limited supervision.
Strong work ethics and ability to maintain strict confidentially is a MUST.
Self-starter, analytical and data driven.
Must have the ability to be resourceful and be able to resolve conflicts and to develop solutions to problems with limited supervision.
Strong team player skills and the ability to work harmoniously with a diverse team.
Ability to write and speak the English language in a proficient and professional manner to meet requirements of the job.
Ability to establish and maintain effective working relationships with staff, community groups, and other related agencies and people.
